This report presents policy pointers identified through the project ‘Strengthening skills forecasting and skills governance system in Estonia’. The project is implemented by Cedefop, in cooperation with the Estonian Ministry of Education and Research and the European Commission.
Grounded in the evidence collected through desk research, stakeholder consultations, peer learning activities
and comparative examples from other countries, a set of policy pointers is identified, aiming to provide strategic
directions for the future development of OSKA and Estonia’s wider skills governance system.
Intentionally indicative rather than prescriptive, the policy pointers are intended to support discussion among
stakeholders and provide a basis for future implementation reform planning, prioritisation and sequencing. The
analysis presented in this report may also be inspirational for other countries or regions that have skills governance
reform aspirations.
The report is available in English and Estonian.
