In response to the European commitment to increasing adult participation in learning, this conference aims to provide an overview of the range of funding instruments available across the EU Member States, and to discuss the future role of public (co-) financing of adult learning. The debate will focus on individual learning accounts and training funds, based on the results of dedicated Cedefop research projects.

The European commitment to increasing adult participation in learning is essential to improve employability, boost innovation, ensure social fairness, and close the digital skills gap. As the widely cited Draghi report on the future of EU competitiveness states: ‘While Europe should aim to match the US in terms of innovation, we should aim to exceed the US in providing opportunities for education and adult learning and good jobs for all throughout their lifetimes’. One of the key priorities for the new Commission is to address skills and labour gaps, particularly by establishing a Union of Skills. This aims to ensure that everyone in Europe, no matter where they are, is empowered to build solid skills foundations and engage in lifelong upskilling and reskilling.

Funding plays an important role in providing adult learning opportunities. Achieving the ambitious EU Social Pillar target to increase the level of adult learning requires a corresponding increase in financing from different sources. Currently, public support for adult learning in the EU stands at around 0.5% of GDP, representing around one third of the total, with the rest mostly covered by employers (including public employers) dedicated to employee training. This highlights the important role of government in co-financing adult learning, which can take many forms, including grants, tax incentives, and publicly financed provision of learning opportunities.

To ensure adequate and sustainable funding for adult learning, there is a need for the right strategy and institutional set-up to mobilise public and stimulate private investment, including cost-sharing arrangements. It is important to find the appropriate role for public financing in adult learning systems, and to strike a balance between the different financing instruments – publicly financed provision, financial incentives, and other support for individuals and companies – to maximise the impact of limited public resources. The objective of the conference is to provide an overview of the various public funding instruments dedicated to adult learning, and to reflect on their future. In particular, the conference will present recent Cedefop research on the following topics:

  • The overall structures of public (co-)financing for adult learning across the EU, drawing on dedicated ReferNet country-specific reports, and on the Cedefop database on financing adult learning.
  • Financial support for individuals to take up learning, with a focus on individual learning accounts, presenting the results of a dedicated Cedefop study on the topic.
  • Arrangements to incentivise employers to provide training, presenting the results of recent Cedefop study on Training Funds in the EU, and an upcoming report on the results of the latest round of the CVTS survey

Executive Director, Cedefop

Jürgen Siebel joined Cedefop from the private sector in September 2019. As Executive Director, he is responsible for managing the Agency’s operations in accordance with the strategic direction of its tripartite Management Board.

With his management team and all staff, Jürgen has led Cedefop to strengthen its position as a go-to ally for the EU institutions, social partners, researchers and practitioners when it comes to analysing the impacts of megatrends on the labour market, on skills, and on training ecosystems – and on how vocational education and training enables a fair digital and green transition.

Jürgen has a background in human-resources management with particular emphasis on learning and education, earned his MSc in economics at the University of Hamburg, and his PhD in business administration from the University of Vienna.

Mara Brugia
Deputy Director of Cedefop, the European Centre for the Development of Vocational Training

Mara Brugia is the Deputy Director of Cedefop, the European Centre for the Development of Vocational Training. She has been involved in vocational education and training (VET) since 1994. As Head of Department from 2004 to 2014, she managed teams of European experts working in research and policy analysis to support the development and implementation of the Union policy in the field of VET, skills and qualifications.

 

She holds a university degree in Economics and a Master in Economics, politics and law of the European Union. Her mother tongue is Italian (born in Perugia) and she is fluent in English, French, Greek and Spanish.

Antonio Ranieri
Head of Department for VET and Skills, Cedefop

Antonio Ranieri is Head of Department for VET and Skills at Cedefop.

He leads a team of European experts investigating skills trends and changes in the worlds of work and support the development of the Union policy in the field of vocational education and training. The Department work covers a wide range of research and policy analysis in two Cedefop strategic areas of operation, namely skills and labour market and learning and employability. 

An economist by training, Antonio has taught regional economics at the University of Rome si.nce 2002. He also lectured at the National High School of Public Administration on cost-benefit analysis and public expenditure.

Prior to joining Cedefop, he was Head of Research and Studies at the public services authority of the Municipality of Rome. Until 2007, he was Head of Area at CLES, an independent centre of studies on labour market and economic development based in Rome.

Patrycja Lipińska
Expert in VET supporting policies - financing, Cedefop

Patrycja Lipińska has worked as an expert at the European Centre for the Development of Vocational Training (Cedefop) since 2005. She is responsible for research and policy analysis on financing VET/adult learning.

 

Her recent and current projects include financing CVET/adult learning with a focus on demand-side schemes, financial and non-financial instruments supporting training performance in micro, small and medium-sized enterprises, individual learning accounts and training funds.

She holds master degrees in economics from the University of Gdańsk, Poland and the University of Exeter, UK.

Expert in VET supporting policies - VET and skills statistics, Cedefop

Mantas Sekmokas is currently engaged as an expert in research and policy analysis at the European Centre for the Development of Vocational Training (CEDEFOP), with a focus on the topics of financing and statistics in VET. 

During his more than 20 years of work experience, he provided advice on data analytics and monitoring of VET, adult learning and skills policies to multiple international and national bodies, such as UNESCO, ILO, OECD, G7, European Commission, Nordic Council of Ministers, BMZ/GIZ and Skills Future Singapore agency (including nearly ten years of work for the European Commission), as well as the private sector.

His academic background includes a MSc degree in Information systems and data science from the University of Amsterdam (UvA); a MSc degree in Cognitive and Decision Sciences from the University College London (UCL); a MSc degree in International Management from ISM University of Management and Economics and a Bachelor’s degree in Business from Vilnius University.

Expert - Department coordinator, Cedefop

George Kostakis is the Department Coordinator on VET and qualifications in Cedefop. He leads Cedefop’s work on VET policies and systems which analyses developments and implementation of national VET policies in line with the VET Recommendation and Osnabruck Declaration, and coordinates Cedefop’s work on qualifications and credentials. 

His thematic expertise includes implementation of EU priorities in VET, quality assurance in VET, and international qualifications.

Expert in VET policies and systems - Quality assurance, Cedefop

Anthie Kyriakopoulou (PhD) is a Cedefop expert working on VET policies and systems, and quality assurance in VET. She has contributed to Cedefop’s work on VET policy monitoring, analysis and reporting; VET teachers’ and trainers’ professional development; early leaving from education and training; and young people not in employment, education or training (NEETs). 

Anthie has a multidisciplinary academic background with studies in translation, communication, adult education and natural language processing (NLP). Her research interests focus equally on domain and methodology aspects, including the complementarity of mixed social research methods with NLP approaches in VET.

Dario Baron

Dario Baron is currently working as a Senior Expert Advisor at the Ministry of Labour, Pension System, Family and Social Policy within Service for EU Policies and Implementation of Labour Market related Projects. 

Among other duties he is involved in the implementation of projects aiming at harmonizing education to the needs of the labour market, as well as developing national documents in the field of employment policy in accordance with various EU guidelines. He is part of the team in charge of implementation of voucher system in Croatia and a member of Forum for career guidance.

Simon Broek
Ockham IPS

Simon Broek is senior researcher at Ockham IPS. He conducted over 150 studies on adult learning, VET and HE in the last 15+ years for Cedefop, ETF, European Commission, UNESCO, OECD, ILO, and national governments. 

He was the project leader of the Cedefop study on Training Funds in Europe and is currently working on a large explorative study on whether lifelong learning should be a legal tasks of publicly funded education institutions in the Netherlands. Besides these studies, Simon is finalizing his PhD on what makes vulnerable adult learn, on which he published already several academic papers.

Ockham IPS

Bert-Jan Buiskool (1977) is director of Ockham IPS (Institute for Policy Support). In recent years, he has been involved in various studies and advisory projects on adult education in Europe (including for the European Commission, the European Training Foundation, Cedefop, and several member states). 

Examples of such projects include the Commission study supporting the impact assessment of the EU initiative on Individual Learning Accounts, the Cedefop study on Individual Learning Accounts, and the evaluation of the STAP budget in the Netherlands. He is a doctoral candidate at the Open Universiteit in the Netherlands, where his research focuses on the lifelong learning agency of workers, learning culture, and effective learning within organisations.

Her research work focuses on adult edu­cation, labour market and social policies, and their governance at the European and national levels.

Elize de Bar

Since 2022, Elize de Bar is a policy officer Life Long Learning at the Ministry of Social Affairs and Employment in the Netherlands. She is currently responsible for a subsidy for adult learning. Before 2022 she worked for more than 20 years as a policy advisor Life Long Learning for the Dutch Public Employment Service, UWV.

Her involvement with the STAP-budget started while she worked at UWV, and continued at the Ministry. Unfortunately for not too long, as she started in 2022 and the subsidy ended at the end of 2023.

Günter Hefler has been a researcher and consultant at 3s Research & Consulting, Vienna, since 2003. He specialises in cross-country comparative research on lifelong learning, with a particular interest in the fields of learning at work and organisations’ training policies.

Regarding the latter, he has served in various projects for the European Commission, Cedefop and in large-scale comparative projects funded by EU research funding frameworks.

He led the consortium working Cedefop’s project on the EU Member States’ responses to the Council Recommendation on individual learning accounts and he is currently serving in a senior expert role in Cedefop’s study on training funds.

He holds a master degree in philosophy, sociology and political sciences from the University of Vienna, and a PhD in lifelong learning from the University of Klagenfurt.

Terence Hogarth is a professor at the University of Warwick Institute for Employment Research where he leads a programme of research on the extent, causes and implications of skill mismatches. Petya Ilieva-Trichkova is Associate Professor at the Institute of Philosophy and Sociology, Bulgarian Academy of Sciences. She completed her PhD studies in Philosophy at the Adam Mickiewicz University, Poznan, Poland. She is a leader of the Bulgarian team of the Horizon Europe project Skills2Capabilities (2023-2025). 

Among her latest publications are: "Adult Education as Empowerment", 2021, Palgrave, Winner of the AAACE Cyril O. Houle Award and "Beyond the human capital approach to adult education policy: how adult learning and education policy matters for individual subjective well-being?". (both are co-authored with Pepka Boyadjieva). Her research interests include social justice, educational inequalities, lifelong learning, skills mismatch and graduate employability.

Mr. Isusi holds a Bachelor degree in Regional Economics in the University of the Basque Country and a MSc in Regional Planning in the University of Wales College of Cardiff. Mr Isusi has got a large experience of more than 30 years in managing socioeconomic analysis and consultancy activities, especially in areas such as employment and working conditions, SMEs and entrepreneurship, education and training (with a particular emphasis on VET) or regional development issues. Mr Isusi has acted as consultant for several Spanish and International organisms, such as the European Commission, the OECD, the Interamerican Development Bank, The International Labour Organisation and several European agencies (i.e. CEDEFOP, Eurofound, EU-OSHA). Mr Isusi has combined his consultancy activities with several lecturing activities in the Marketing Institute of the Basque Country and the Centro de Estudios Económicos y Comerciales (ICEX-CECO) in Madrid.

Raffaela Kihrer is Secretary General of the European Association for the Education of Adults (EAEA). She is also the elected Secretary General of the European Lifelong Learning Platform (LLLPlatform), which brings together all education sectors at the European level and is the central point of contact between European civil society and the European institutions. 

She has a background in international development studies and is also a trained teacher in secondary and adult education. She is passionate about learning and takes every opportunity to visit adult education initiatives, especially at the grassroots level, and to reflect on what is needed to enable even more adults to participate.

Jelena Muhina has been a dedicated professional at the Ministry of Education and Science of the Republic of Latvia for nearly 20 years, specializing in adult education policy planning. Throughout her career, she has played an active role in implementing EU and OECD cooperation projects, including the Latvian National Skills Strategy.

Currently, Jelena coordinates the implementation of skills-related initiatives under the Recovery and Resilience Fund, with a particular focus on Individual Learning Accounts and Skills Funds as key elements of development. She is also a member of the Management Board of CEDEFOP.

Mario Patuzzi is Head of the Unit VET Policies at the DGB Federal Executive Committee in Berlin. He is a political scientist and social business economist and has worked as a trade union secretary since 2004, initially in the area of trade union youth.

Robert is a senior adviser responsible for issues concerning migration and mobility, education and skills, social dialogue and the European Labour Authority.

Tomas Pūtys is Head of the Division of Non-formal Education at the Lithuanian Ministry of Education, Science and Sport, with over ten years of experience in adult learning and lifelong education policy. He also serves as Lithuania’s National Coordinator for Adult Learning under EPALE. Tomas leads national initiatives in adult learning, including the development of Kursuok.lt, Lithuania’s digital platform for individual learning accounts. His work focuses on integrating public funding mechanisms to support upskilling and reskilling through accessible, high-quality training opportunities. 

He has steered key reforms, including the Law on Non-formal Adult Education and Lithuania’s Lifelong Learning Strategy, and has also played an active role in developing the Lithuanian National Skills Strategy, contributing to OECD and EU policy consultations.

Palle Rasmussen
Aalborg University

Palle Rasmussen is emeritus professor of education and learning at Aalborg University, Denmark. He has much experience from research on education policy, adult education, learning and competence development in the context of social and economic development.

He has published widely on these topics, led a number of research projects and participated in European research and networks in his field. Together with Marcella Milana and Margherita Bussi, he recently edited the ‘Research Handbook on Adult Education Policy’ (Edward Elgar, 2024). He has earlier been a member of the Danish National Research Council for Communication and Culture.

Łukasz Sienkiewicz is an EU-level expert in skills development, training policy, and Public Employment Services (PES), with extensive experience advising the European Commission and other EU bodies. Andreea Diana Spiridon works for the European Commission where she is currently Team Leader for Adult Skills policies in the unit “Union of Skills” in the Directorate-General for Employment, Social Affairs and Inclusion. 

Previously, she was responsible for the implementation of Vocational Education and Training and Apprenticeships policies. Earlier, she worked in the geographical unit following the implementation of the European Social Fund and the European Semester in Romania.

Peter Szovics is currently serving as Chief State Advisor at the Ministry of Education, Research, Development and Youth of the Slovak Republic. Dr. Daniel Unterweger (3s) works as a team leader and senior consultant at 3s Research & Consulting. He is specialized in consulting and comparative research and policy analysis, including education and training and lifelong learning systems, active labour market policies, and questions of social dialogue and social partner involvement.

Currently, Daniel is Work Package Leader and Vice Project Coordinator in the large-scale Horizon Europe project “Skills2Capabilities” and manages 3s’ role in the Pact For Skills Support Services (DG EMPL). He has been involved in multiple European research and consulting projects, for example on “Financing adult learning” (Cedefop), “Individual Learning Accounts and the potential for integrated support policies” (Cedefop), “Training Funds in the EU” (Cedefop) and “Governance in Vocational and Professional Education and Training” (Swiss State Secretariate for Education). He has also participated as an expert in several of the OECD projects in the Skill Strategy framework, including projects on Lithuania, Norway and Northern Ireland (UK).

Jakob Vinkler Mortensen

Jakob Vinkler Mortensen is currently working as a senior adviser at the Ministry of Children and Education in Denmark. He has been working with the public financing of adult learning since 2014. He has been working with both general adult learning and vocational adult education and training.

Furthermore, he has been involved in the negotiations of a number of political agreements that have involved the Danish parliament, and agreements that have involved the tripartite cooperation, that is a collaboration between the state, employers' organisations and trade unions.
