Cedefop je agencija Europske unije te posjeduje vlastitu pravnu osobnost i može sklapati ugovorne odnose s fizičkim osobama, trgovačkim društvima i drugim pravnim osobama. Cedefop stoga podliježe odredbama Uredbe o financijskim pravilima koja se primjenjuju na opći proračun Europske unije, Financijske uredbe Cedefopa i relevantnih direktiva EU-a o nabavi za sklapanje ugovora o javnoj nabavi i ugovora o dodjeli bespovratnih sredstava te djeluje u skladu s osnovnim načelima transparentnost, jednakog postupanja prema muškarcima i ženama i nediskriminacije, najšireg tržišnog natjecanja, proporcionalnosti i dobrog financijskog upravljanja.
