Continuing professional development (CPD) of VET teachers and trainers is widely recognised as crucial for their skills, teaching performance and well-being. However, there is a lack of comparable evidence on its effectiveness, drivers and barriers across the European Union. In this fourth Policy learning forum on VET teachers and trainers, Cedefop has officially launched its new European Vocational Teacher Survey (EVTS): Supporting VET teachers’ professional development.

Cedefop has also prepared a related headline and a press release for the launching of the European Vocational Teacher Survey (EVTS), which is available in all EU languages.

The main aim of the EVTS is to provide new evidence on the opportunities, experiences, challenges and other factors affecting the CPD of representative samples of teachers working in initial VET schools, at ISCED level 3, across 23 EU Member States. The EVTS is a unique survey, as it will provide directly comparable data across these countries and will enable the collection of robust data to inform the design of EU and national policies that can improve VET teachers’ participation in high-quality and accessible CPD.

Invited participants were the members of the EVTS Stakeholder Group set up by Cedefop to support the EVTS planning and implementation. This is composed of around 100 members representing: Cedefop project team members; the contracted research team Verian; the Commission’s Directorate General for Employment, Social Affairs and Inclusion (DG EMPL); relevant Ministries from the participating countries (ministries of education and labour market); as well as, European and national members of the European Trade Union Committee for Education (ETUCE), and the European Federation of Education Employers (EFEE). Other Cedefop's key stakeholders were also invited including representatives from OECD, the Joint Research Centre, the European Training Foundation, and other European and international organisations.

Participants had the opportunity to learn about this new survey as well as to debate pressing topics that concern VET teachers, such as teachers’ shortages, workload, working conditions, career opportunities, access to quality CPD, CPD for inclusion, CPD to support the digital and green transition, etc.

The event took place in a hybrid mode allowing the physical presence of participants at Cedefop headquarters as well as giving the opportunity to attend it online.

Jürgen Siebel
Executive Director, Cedefop

Jürgen Siebel joined Cedefop from the private sector in September 2019. As Executive Director, he is responsible for managing the Agency’s operations in accordance with the strategic direction of its tripartite Management Board.

With his management team and all staff, Jürgen has led Cedefop to strengthen its position as a go-to ally for the EU institutions, social partners, researchers and practitioners when it comes to analysing the impacts of megatrends on the labour market, on skills, and on training ecosystems – and on how vocational education and training enables a fair digital and green transition.

Jürgen has a background in human-resources management with particular emphasis on learning and education, earned his MSc in economics at the University of Hamburg, and his PhD in business administration from the University of Vienna.

Anna Banczyk

Anna Banczyk works for the European Commission in the Directorate-General for Employment, Social Affairs and Inclusion. She is Head of Unit “ Vocational Education and Training, Skills Portability, CEDEFOP” since January 2025. Previously, Anna was Head of Unit “Learning and Development” in Directorate-General for Human Resources and Security. 

Prior to that she held several other positions in the Commission, including as a Deputy Head of Unit for “Future of Work, Youth Employment”. Her professional experience includes also labour law, occupational safety and health, human resource management and organisational development. Anna holds MA degrees in sociology and psychology.

Antonio Ranieri
Head of Department for VET and Skills, Cedefop

Antonio Ranieri is Head of Department for VET and Skills at Cedefop.

He leads a team of European experts investigating skills trends and changes in the worlds of work and support the development of the Union policy in the field of vocational education and training. The Department work covers a wide range of research and policy analysis in two Cedefop strategic areas of operation, namely skills and labour market and learning and employability. 

An economist by training, Antonio has taught regional economics at the University of Rome si.nce 2002. He also lectured at the National High School of Public Administration on cost-benefit analysis and public expenditure.

Prior to joining Cedefop, he was Head of Research and Studies at the public services authority of the Municipality of Rome. Until 2007, he was Head of Area at CLES, an independent centre of studies on labour market and economic development based in Rome.

Mara Brugia
Deputy Director of Cedefop, the European Centre for the Development of Vocational Training

Mara Brugia is the Deputy Director of Cedefop, the European Centre for the Development of Vocational Training. She has been involved in vocational education and training (VET) since 1994. As Head of Department from 2004 to 2014, she managed teams of European experts working in research and policy analysis to support the development and implementation of the Union policy in the field of VET, skills and qualifications.

 

She holds a university degree in Economics and a Master in Economics, politics and law of the European Union. Her mother tongue is Italian (born in Perugia) and she is fluent in English, French, Greek and Spanish.

Irene Psifidou
Expert, VET for Youth, Teachers and Trainers Team Facilitator, Cedefop

Irene Psifidou, Cedefop expert since 2004, is leading the Agency’s team on “VET for Youth - Teachers and trainers”, at Cedefop’s department for “VET and Skills”. She is managing European projects on inclusion and excellence in vocational education and training, including the professional development of VET teachers and trainers and tackling early leaving from education and training.

Irene is in charge of Cedefop’s “European VET Teachers Survey (EVTS): Supporting teachers’ professional development in VET schools”. A novel survey to furnish new robust data on the opportunities, challenges and effectiveness of teachers’ professional development in Europe. She also co-manages a research project on Digital skills for tomorrow: promoting inclusive excellence in VET to map and assess the current landscape of digital skills provision by employing natural language processing (NLP) techniques.

She is the creator of Cedefop’s knowledge hub on inclusion: the “VET toolkit for tackling early leaving” and the “VET toolkit for empowering NEETs” and coordinates the European virtual community of ambassadors for tackling early leaving.

Before joining Cedefop, she worked as education consultant at the World Bank, Washington DC Headquarters in the Human Development Network, supporting the preparation of the World Bank’s new agenda for Secondary Education.

She has published extensively in peer-reviewed academic journals on European policy in education and training, inclusive education, tackling early leaving from VET, curriculum reform, learning outcomes, and professional development of teachers and trainers.

A doctoral comparative education specialist by training (Universidad Autónoma de Barcelona), Irene holds also two Master degrees, one on International Relations (Universidad de Barcelona), and another on Applied Linguistics (Universidad Autónoma de Barcelona). She graduated from the University Aristotle in Thessaloniki, Greece.

Konstantinos Pouliakas
Expert on Skills and Labour Markets at Cedefop

He leads the Agency’s Skills and Work team and is principal research manager of its Digitalisation and Future of Work and Skill Mismatch projects. His proudest achievement is the development of two waves of the Cedefop European Skills and Jobs Survey.

He has been scientific advisor and author on skills anticipation and skill mismatch for the European Commission, the World Economic Forum, ILO and the Greek Ministry of Labour and is regular instructor for the ILO-ITC.

He is currently a core member of the scientific committee of Greece’s National Skills Commission.

Before joining Cedefop he held posts at the University of Aberdeen and the University of Cyprus and worked for the Bank of Greece and HM Treasury. He has been invited Professor at the Universita Degli Studi Roma TRE and Visiting Research Scholar at the International Monetary Fund (IMF). He is Honorary Senior Lecturer at the University of Aberdeen Business School and IZA Research Fellow. He holds an M.Phil from the University of Oxford (St. Antony’s College) and a D.Phil from the Scottish Graduate Program in Economics.

He has published widely in peer-reviewed economics journals (e.g. Economics of Innovation and New Technology, Oxford Review of Education, Economica, Journal of Economic Surveys, Research in Labor Economics, Education Economics, International Labour Review).

Michail Papazoglou
Cedefop expert

Michail Papazoglou is an expert in quantitative research and data analysis with over a decade of experience in advanced computational methods for policy support at both international and national level. He holds a BSc in Statistics, MA in Social Statistics and a PhD in Applied Econometrics and Impact Evaluation. He joined Cedefop in February 2024 as an expert working on VET for youth, teachers and trainers focusing on data-driven insights to inform policy decisions.

Nicolas Becuwe

Nicolas Becuwe is a Senior Director at Verian Belgium. He is currently the Project Director of the EVTS project on behalf of Verian for Cedefop. With more than 18 years’ experience in designing and delivering complex multi-country social research for the EU institutions, he specialises in mixed-mode and push-to-web survey methodologies. Nicolas is a recognised expert in large-scale European surveys on education, training, and working conditions.

He has worked with Cedefop for nearly a decade, managing both the 2nd European Skills and Jobs Survey and the recent European Training and Learning Survey.

At Verian Belgium, Nicolas leads a team of researchers conducting major multi-country surveys and policy research for European institutions, as well as for universities, political parties, and think tanks. His work combines methodological rigour with policy relevance, supporting evidence-based decision-making across Europe.

Alessandra Biancolini

Alessandra Biancolini is a senior expert with 20+year experience in providing advice to ESF Managing Authorities (since the 2000 programming period till the current Italian programs within the Resilience Recovery Plan). She holds a Degree in Political Sciences and International Relations and a Master degree in History, Economy and European policies.

Since 2001 she is working on European structural funds, European social Fund and policies areas related to the monitoring and evaluation of vocational education and training and active labour policies in national research agencies and within the Ministry of Labour and social policies.  She has been responsible for several projects and programs on the transparency and portability of skills and competences across Europe. Since 2016 she follows the implementation of the dual system in Italy, the work-based learning and dual apprenticeships through the support to national and European strategies and cooperation agreements. Member of the ET 2020 working group on vocational education and training, she follows since 2017 the bilateral governmental cooperation Italy-Germany, representing the Ministry of Labour and social policies, with a focus on the training models for teachers and in-company trainers. From 2017 to 2023 she joined the ANPAL- National agency for active labour policies, where she is in charge of the National Europass Centre and she is currently within the INAPP, a State-owned  research institution where she joins the EQF working team, dealing with the implementation of the EU Council Recommendations on the EQF and Validation of non formal and informal learning.

Koen Bois d'Enghien
Policy officer, Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL)

Koen Bois d'Enghien is a policy officer at the European Commission's Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL), where he works in the unit responsible for Vocational Education and Training (VET). 

He has extensive experience in European employment and skills policies, having previously worked on labour market analysis, EU labour law, and as an expert at Cedefop. He also served as a labour market economist in the research department of the public employment service in Brussels before joining the European Commission. Koen holds master’s degrees in economics and in political science.

Giovanni Crisonà

Mr Crisonà is an international consultant in TVET and skills development with experience since 1995. He founded the Skillman.eu Network, one of the world’s largest platforms for skills innovation, active in 95 countries and organiser of the annual Skillman International Forum.

He drove Skillman’s expansion with the CoVEs.eu platform in 2019 and the Digital Qualification Framework (dqf.eu) in 2024, which has achieved maturity in blockchain/EBSI-based credentialing.

As Director of CSCS Italy and Abuplus International GmbH Germany, he has coordinated international projects and, since 2009, led one of the most active consortia in the Erasmus for Young Entrepreneurs programme. His collaborations extend across Europe, Africa, and Asia. He is also the author of publications on Springer about education and training.

Christopher Day

Christopher Day is the founder of the twenty-five strong country International Successful School Principalship Project (ISSPP) research network (2001- ). He is Professor of Education in the School of Education, University of Nottingham, a Fellow of the Royal Society of Arts (FRSA), and a Fellow of the Academy of Social Sciences (FAcSS). 

He has worked as a schoolteacher, lecturer, District Schools’ Adviser, and published extensively  on  teacher professionalism; continuing professional learning and development, teachers’ work, lives and effectiveness, resilience and retention; successful school leadership in high needs communities; and school-university partnerships.

Henrik de Moel

Henrik de Moel is an experienced leader in the Dutch education sector, with a strong focus on vocational education and training (VET/MBO). He plays a key role in developing long-term strategic plans, negotiating collective agreements on behalf of education staff, and strengthening governance and collaboration across institutions. 

Henrik combines a data-driven approach with a strong commitment to social dialogue, quality education, and sustainable workforce policies. At the European level, he represents education personnel as a member of the European Sectoral Social Dialogue in Education (ESSDE) and contributes to global policy discussions through his role in the Trade Union Advisory Committee (TUAC) to the OECD. In his work, he bridges stakeholders, promotes equity, and supports teachers and researchers in shaping the future of education.

Theodor Grassos
Secretary General, European Association of Institutes for Vocational Training (EVBB)

Theodor Grassos is Secretary-General of the European Association of Institutes for Vocational Training (EVBB). At the EU level, he has been working for different DGs and EU Programmes. 

He has also collaborated with the Structural Reform Support Service (now DG Reform). He is currently working with EU institutions and key umbrella organisations in employment, education and social inclusion. He is a member of the European Commission's 'Working Group on VET and the Green Transition’ and the ‘Working Group on Adult Learning – Opening Up Opportunities for All’.

Monika Hoang The

Monika Hoang The is a Policy & Project Manager at the European Federation of Education Employers (EFEE), where she is responsible for policy portfolios covering areas of i.a. social dialogue, inclusive education, and psychosocial risks. Monika is currently pursuing an MSc in Educational Sciences and is dedicated to promoting equal rights and inclusive education, particularly for children and women. 

Her work at EFEE focuses on advancing educational policies and projects that foster diversity, inclusion, and equitable opportunities within the European education sector. She is also actively involved in the work of the first-ever European Parliament Intergroup on Future of Education and Skills for Competitive Europe.

Julius Jakučinskas

Jakučinskas Julius started his career as a teacher before moving into public service at the Ministry of Education, Science and Sport of Lithuania in 2012. Since then, he has worked on major education reforms, international cooperation projects, and initiatives to strengthen lifelong learning opportunities. 

For the past six years, he has been leading the Lifelong Learning Department, where he focuses on vocational education, adult learning, career guidance, and non-formal education. His passion lies in creating an inclusive education system that empowers people to learn, grow, and succeed at every stage of life.

Agnes Roman
Senior Policy Coordinator, European Trade Union Committee for Education (ETUCE)

Agnes Roman is a senior policy coordinator of the European Trade Union Committee for Education (ETUCE) for 15 years, responsible for trade union policies on formal education and teachers’ qualification. Originally, she is a literature, history, and language teacher. She has been cooperating with CEDEFOP on a pan-European survey on VET teachers’ professional development and on its pilot survey since 2018.  

 

She has also been advising the European Trade Union Confederation (ETUC) for 13 years on VET and employee training matters, and in such a position, she also represents the workers’ trade unions in CEDEFOP’s Management Board as the coordinator of the employees’ group.

Vasileios Symeonidis
Expert in qualifications and credentials

Vasileios Symeonidis is an Expert on Qualifications and Credentials at Cedefop, working on projects related to the transparency and recognition of qualifications, learning outcomes, and the future of VET.

He has previously worked as a visiting professor at the University of Education Freiburg and as a postdoctoral researcher at the University of Graz and University of Innsbruck in Austria. He received his PhD as a Marie Skłodowska-Curie fellow in the European Doctorate in Teacher Education (EDiTE).

Spyridon Tsougkos

Spyridon Tsougkos was born in Athens and studied at the Department of English Language and Literature of the National and Kapodistrian University of Athens. He has worked in secondary and upper secondary schools of both general and vocational education as a teacher of English (EFL) since 1997. 

For the past two years he has served in the Directorate of Vocational Education of the Greek Ministry of Education, Religious Affairs And Sports. His extracurricular interests include that of translation, which has led him to acquire an M.A. degree on the field of Translation Studies.
