This map distinguishes countries depending on whether they have set out policy targets for mobility policy in general. Mobility policy is approached here as a whole, i.e. including all ten specific thematic areas considered in the Youth on the move Recommendation. Target setting is of major importance for defining the country’s strategy. Examples of such targets are: supporting the EU 6% benchmark (e.g. Denmark); increasing the number of mobile students (e.g. Finland, Latvia); having every pupil undergoing at least one school trip abroad over the compulsory education time (France); etc.

Countries are differentiated depending on whether they have policy targets for their mobility policy in general; or elements (whether to be complemented or not) of a process inducive of such targets; or no targets (whether with development plans or not).

Of the 30 countries represented, 12 (Croatia, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Latvia, Luxembourg, the Netherlands, Slovenia and Spain) have set up policy targets for mobility policy in general. Two countries (Greece and Norway) have partial processes with completion plans for setting up general targets. Four countries (Bulgaria, Cyprus, Hungary and the United Kingdom) and also Belgium-DE have partial processes with no completion plans. The remaining 11 countries (Austria, Iceland, Ireland, Italy, Lithuania, Malta, Poland, Portugal, Romania, Slovakia and Sweden) and also Belgium-FR and BELGIUM-FL lack both targets and intention to set up any.
