The second ReferNet Focus Group meeting dedicated to the revamp of the Mobility Scoreboard Database (MSB), will take place on the 10th of October 2025 (13:30 - 16:00 CET).

Cedefop is initiating a process in close cooperation with ReferNet to update and modernise the MSB, in line with new policy priorities and the broadened monitoring scope outlined in the 2024 Council Recommendation Europe on the Move (EoM).

Participation in this Focus Group is voluntary. Partner's contribution will support the improvement of the indicator framework, ensuring that it remains relevant, clear, and consistent with the EoM Recommendation.

The insights gathered through this Focus Group will feed into a dedicated discussion session during the upcoming 2025 ReferNet Plenary Meeting (22–23 October 2025). The outcomes will guide the specification of the revamped MSB, which is planned as an activity under the new 2026 ReferNet Workplan.

George Kostakis
Coordinator, Department for VET and Qualifications

George Kostakis is the Department Coordinator on VET and qualifications in Cedefop and leads Cedefop’s work on VET policies and systems which analyses developments and implementation of national VET policies in line with the VET Recommendation and Osnabruck Declaration. His thematic expertise includes quality assurance in VET and international qualifications.

Expert in VET policies and systems - IVET mobility scoreboard

Nikolaos Georgiadis is an Expert in VET Policies and Systems (VPS) team and of the Mobility Scoreboard project team. Before joining Cedefop in 2018, he has worked as Deputy President of the Greek Organisation for the Certification of Qualifications and Vocational Guidance (EOPPEP) and as an advisor/consultant in various ministries and organisations and has also worked as a VET practitioner abroad. Nikolaos holds a PhD in Philosophy of Media from Panteion University of Athens and a master’s degree in television studies from Bristol University.

Expert in qualifications and credentials - IVET mobility scoreboard - VET policies and systems

Aristos Theocharous works at Cedefop, where he contributes to the development and revision of the Mobility Scoreboard, ensuring its policy relevance and alignment with the Europe on the Move Recommendation. He actively supports the monitoring and analysis of vocational education and training (VET) systems and policies, as well as national qualifications frameworks (NQFs), helping to enhance transparency and comparability across Europe. His work focuses on collecting, analysing, and integrating data to update tools and reports that support evidence-based policymaking on learning mobility.
