Shaping learning and skills for Europe

The report reflects on the growing importance of VET, lifelong learning, and skills development in addressing labour shortages, supporting the digital and green transitions, and strengthening European competitiveness.

In 2025, Cedefop celebrated 50 years of shaping learning and skills for Europe, and 30 years of its establishment in Thessaloniki, Greece. These anniversaries underscored its enduring role as the European Agency on VET, skills and qualifications.

Key areas covered include the transparency and transferability of learning outcomes across European education systems and the promotion of inclusive lifelong learning, particularly for low-skilled and vulnerable adults.

The report also highlights Cedefop’s role in supporting Member States with skills governance and labour-market intelligence to better align education systems with evolving workforce needs.
