The Portuguese Government is currently focused on ensuring the continuity of its lifelong learning policies and upgrading the quality of learning processes and outcomes. Having adult education and training as a central pillar of the qualifications system is a national priority.
This is behind the amended Decree-Law (Decrecto-Lei) No 396/2007 which had set up the legal status of the national qualification system, a credit system with a modular structure that promotes permeability and mobility. In addition to this system, the government has now created Passaport Qualifica, a central instrument for valuing and promoting individual training paths, supporting individuals’ vocational orientation, and registering individuals’ qualifications and competences.
In support, the Government designed the Qualifica programme, an integrated strategy for adult training and qualification. One of the distinguishing points of the programme is its commitment to training paths that lead to an effective qualification, unlike the one-on-one training that has low added value for adult qualification and aiding employability.
