The project on improving the sectoral qualification system for better VET quality, supported by the European Structural Funds, was completed in 2022. It has helped reforming the VET curricula based on the changing labour market needs in collaboration with social partners and other stakeholders.
As a result of the project, 14 sectoral qualifications frameworks were revised, including construction, electronics, digital, energy, wood, chemical, metalworking, food and other industries. For each sector, a transparent, independent, and interconnected structure of professional qualifications has been created using the eight-level structure of the national qualifications framework (LQF). The sectoral qualifications frameworks are open and can be easily updated. They will also be used for consolidating IVET and CVET curricula.
In addition, the project has supported the development of 202 new occupational standards and professional qualifications, 206 professional qualification exams accompanied by a methodology, and 185 modular VET programmes based on learning outcomes. Teaching aids and simulation equipment – at least two types in each sector – have also been acquired.
The reform of VET curricula is a complex process. Its implementation depends – among others – on the infrastructure available, equipment, teaching materials and funding, as well as on teacher competences. The reform is therefore planned to continue in 2023.
The sectoral qualifications project was implemented by the National Centre for Education in cooperation with the Confederation of Employers of Latvia, Free Trade Union Confederation of Latvia, Latvian Agricultural Organisation Cooperation Council, and State Education Quality Service.
