A comparative dataset covering governance arrangements, legal frameworks, responsible authorities, recognition methodologies and validation practices across the EU-27, Norway and Iceland (30 systems).
The dataset was compiled through a systematic mapping of national structures, legislation and institutional arrangements governing the recognition and validation of foreign VET qualifications. For Belgium, separate information was collected and analysed for the Flemish and French Communities. The dataset covers recognition for further learning, employment in regulated professions and employment in non-regulated professions, as well as related validation arrangements.
Data on recognition was collected and synthesised from a ReferNet survey conducted in 2024 and targeted email consultations carried out in 2026 with 24 ENIC-NARIC centres and competent recognition authorities.
The main data on validation were derived from the report of the European Inventory on Validation of Non-formal and Informal Learning, 2023 Edition.
The dataset was created as part of the publication Recognition and validation of foreign VET qualifications in Europe.
