As Europe navigates rapid economic, technological and demographic transformations, Cedefop’s 50th Anniversary Conference—Shaping Learning and Skills for Europe—brings together high-level policymakers, education and training experts, and social partners to align skills intelligence and development with Europe's competitiveness agenda.

Roxana Mînzatu
Executive Vice-President, Social Rights and Skills, Quality Jobs and Preparedness, European Commission

Roxana Mînzatu leads work to strengthen Europe’s human capital by advancing social rights, closing skills and labour gaps, ensuring quality jobs and fair transitions, promoting education and equality, supporting youth, tackling poverty, and fostering lifelong learning and workforce adaptability. 

 

She also guides the work to embed a new culture of preparedness to help people and societies adapt to change and to risks that exist in our society.

In June 2024, Ms Mînzatu was elected to the European Parliament.

She previously served in the Romanian government as Minister of European Funds and Secretary of State for Programs.

Li Andersson
Chair, Committee on Employment and Social Affairs, European Parliament

Li Andersson is a Member of the European Parliament and Chair of the Committee on Employment and Social Affairs. In Finland, she has served as leader of the Left Alliance, Member of Parliament and Minister of Education in the Marin government (2019-2023).
Her political work combines a strong stance on fundamental and human rights, an ambitious environmental and climate policy with traditional left-wing policies such as strengthening workers' rights and reducing economic and social inequalities.

Mario Patuzzi
Chair of Cedefop Management Board

Mario Patuzzi is Head of the Unit VET Policies at the DGB Federal Executive Committee in Berlin. He is a political scientist and social business economist and has worked as a trade union secretary since 2004, initially in the area of trade union youth. In his current role, he is particularly concerned with the legal framework of the dual vocational training system and issues such as validation, the National Qualifications Framework, National Skills Strategy and quality assurance.

He represents the German Trade Union Confederation (DGB) on numerous bodies, including Cedefop’s Management Board. He is currently its chairman.

Zelda Azzarà
Expert, Cedefop

Zelda Azzarà has been a Cedefop expert in the Department for VET and qualifications since 2021. She works on qualifications and EU transparency tools and principles, particularly within the context of the European and national qualifications frameworks and learning outcomes approach. Currently, she is responsible for the project on transparency and transferability of learning outcomes.

Previously, she worked at the European Commission, DG Employment and Social Affairs, where she was responsible for supporting the implementation of the EQF, including EQF Advisory Group activities, and was involved in initiatives related to Europass, validation of non-formal and informal learning, ESCO, and the Skills Agenda. Before that, she worked as a researcher, including in university. She holds a master degree in Political Science and International Relations from LUISS University, Rome, Italy.

Konstantinos Pouliakas
Expert on Skills and Labour Markets at Cedefop

He leads the Agency’s Skills and Work team and is principal research manager of its Digitalisation and Future of Work and Skill Mismatch projects. His proudest achievement is the development of two waves of the Cedefop European Skills and Jobs Survey.

He has been scientific advisor and author on skills anticipation and skill mismatch for the European Commission, the World Economic Forum, ILO and the Greek Ministry of Labour and is regular instructor for the ILO-ITC.

He is currently a core member of the scientific committee of Greece’s National Skills Commission.

Before joining Cedefop he held posts at the University of Aberdeen and the University of Cyprus and worked for the Bank of Greece and HM Treasury. He has been invited Professor at the Universita Degli Studi Roma TRE and Visiting Research Scholar at the International Monetary Fund (IMF). He is Honorary Senior Lecturer at the University of Aberdeen Business School and IZA Research Fellow. He holds an M.Phil from the University of Oxford (St. Antony’s College) and a D.Phil from the Scottish Graduate Program in Economics.

He has published widely in peer-reviewed economics journals (e.g. Economics of Innovation and New Technology, Oxford Review of Education, Economica, Journal of Economic Surveys, Research in Labor Economics, Education Economics, International Labour Review).

Lidia Salvatore

Lidia Salvatore is expert for adult learning and continuing vocational training at Cedefop and is responsible for Cedefop work on empowering adults through upskilling and reskilling pathways and on CVET.  Prior to joining Cedefop Lidia worked as a research officer in Eurofound, in the field of youth employment policies.

Jürgen Siebel
Executive Director, Cedefop

Jürgen Siebel joined Cedefop from the private sector in September 2019. As Executive Director, he is responsible for managing the Agency’s operations in accordance with the strategic direction of its tripartite Management Board.

With his management team and all staff, Jürgen has led Cedefop to strengthen its position as a go-to ally for the EU institutions, social partners, researchers and practitioners when it comes to analysing the impacts of megatrends on the labour market, on skills, and on training ecosystems – and on how vocational education and training enables a fair digital and green transition.

Jürgen has a background in human-resources management with particular emphasis on learning and education, earned his MSc in economics at the University of Hamburg, and his PhD in business administration from the University of Vienna.

Pilvi Torsti
Director, European Training Foundation

Dr. Pilvi Torsti, is the Director of the European Training Foundation. She served as a State Secretary in three ministries in Finland: Ministry of Education and Culture (2013-2015), Ministry of Employment and Economic Affairs & Ministry of Transport and Communications (2019-2023). From 2017 to 2019, Pilvi Torsti was an MP and a member of the Education and Future Committees of the Finnish parliament. 

 

She holds a PhD in social sciences from the University of Helsinki and is also the co-founder of United World College in Mostar, Bosnia and Herzegovina. Also, she founded HEI Schools, an education company co-owned by the University of Helsinki where she has been an adjunct professor since 2012 and was nominated as the adjunct professor of the year in 2020. She is a UWC graduate (1995) and Eisenhower Fellow (2013).

Cinzia del Rio has been a titular member of the Executive Committee of the European Trade Union Confederation (ETUC) since 2007, and since 2000, she has actively participated in the OECD’s Trade Union Advisory Committee (TUAC), specifically in the Working Group on Economic Policies and plenary sessions.

He is currently working with EU institutions and key umbrella organisations in employment, education and social inclusion. Irene Psifidou is the VET for Youth - Teachers and trainers team facilitator at the Cedefop’s department for VET and Skills. In her 20-year service as an expert at Cedefop, Irene is leading the Agency’s work on inclusion and excellence. She oversees Cedefop’s new European VET teachers Survey, the creator of the ‘VET toolkit for tackling early leaving’ as well as the ‘VET toolkit for empowering NEETs’, and the coordinator of Cedefop’s European virtual community of ambassadors. 

She also co-manages a new research project on Digital skills for tomorrow: promoting inclusive excellence in VET to map and assess the current landscape of digital skills provision by employing natural language processing (NLP) techniques.

Senior Policy Coordinator, European Trade Union Committee for Education (ETUCE)

Agnes Roman has been senior policy coordinator of the European Trade Union Committee for Education (ETUCE) for 15 years, responsible for trade union policies on formal education and teachers’ qualification. She has been cooperating with Cedefop on a pan-European survey on VET teachers’ professional development, and on its polit survey since 2018. 

 

She also advises the European Trade Union Confederation (ETUC) on VET and employee training matters, and in this position, she also represents ETUC in Cedefop’s Management Board as the coordinator of the employees’ group. 

She is a literature, history, and Hungarian as second language teacher of secondary education and adult learning and holds an international master’s degree on 'Policy officer of EU institutions'.

Iryna Shumik is the Director General of the Directorate of Vocational Education at the Ukrainian Ministry of Education and Science. Independent Expert appointed by the European Parliament to Cedefop Management Board

Professor Vlado Dimovski is a distinguished management and organisational theory scholar at the University of Ljubljana, Faculty of Economics. He is a leading expert in organisational learning, knowledge management, and leadership. 

 Beyond academia, Professor Dimovski has played a significant role in public administration, serving as the State Secretary for Industry in Slovenia (1995–1997) and as the Minister of Labour, Family, and Social Affairs (2000–2004).

His consultancy work spans major international organisations, including the World Bank, the European Commission, and UNDP. Professor Dimovski is the Independent expert appointed by the European Parliament to the Management Board of Cedefop.

Andrea Leruste  is Deputy Head of Unit B3 at DG EMPL (Vocational education and training, Skills Portability, Cedefop). She was previously Deputy Head of Unit for European Social Fund Plus. Until 2017, she was responsible for microfinance and social enterprise support and previously for gender equality. 

She started her career in 2005 as teaching assistant at the College of Europe, Bruges, before joining the German Foreign Office in Berlin. Andrea holds a degree in Cultural & Business Studies from the University of Passau, Germany, a degree in International Relations from the University March Bloch in Strasbourg and a Master of European Political and Administrative Studies from the College of Europe.

Robert is a senior adviser responsible for issues concerning migration and mobility, education and skills, social dialogue and the European Labour Authority.

Prior to joining BusinessEurope, Robert worked as a political adviser for the Alliance of Liberals and Democrats for Europe (ALDE) party.

He attended Keele University in the UK and holds a Ph.D in industrial relations and human resource management, focusing on a comparative study of the demand for EU migrant workers in Sweden and the UK. Deputy Director for VET policy at the German Federal Ministry of Education and Research (BMBF).

Peter Thiele is Deputy Director for VET policy at the German Federal Ministry of Education and Research (BMBF).
He represents Germany in several international, European and national VET strategy and programme committees, and heads the BMBF Division for Vocational Continuing Training Policy, covering basic policy issues, skills strategy, innovation and digitalisation in VET and several innovation programmes.

 

He was responsible for VET policy in Apprenticeship and initial VET in the dual system for many years. He also headed the division for European cooperation in Education and Training in the German Federal Ministry of Education and Research.
Mr Thiele has extensive experience in national and international cooperation in VET. His responsibilities cover policy strategies like the National Skills Strategy and the Alliance for VET in Germany and their respective decision making and advisory bodies.
He is responsible for the strategy and creation, funding and implementation of nationwide and systematically relevant VET innovation, excellence and digitalisation initiatives and programmes  and the respective negotiation and cooperation with German stakeholders in VET.
Finally, Mr Thiele is responsible for international cooperation in VET (Worldskills, Euroskills, cooperation with OECD, UNESCO and the EU (German EU presidency in VET 2020, negotiation of EU VET Recommendation and EU Minister Declaration of Osnabruck in VET 2020, EU Skills Agenda, Europass, and ESCO).

Mario Nava is the Director-General of Directorate-General for Employment, Social Affairs and Inclusion of the European Commission.  
Previously, he was the Director-General of DG REFORM and has held Director and Head of Unit posts in the DG for Financial Services. He was also President of the Italian Financial Market Authority. He teaches at Bocconi University and at Solvay Business School. In 2023, he was awarded the title of Bocconi Alumnus of the year.
