The purpose of the action plan: to remove barriers to participation; to increase the quality and efficiency of the sector; to speed up the process of validation and recognition; to ensure sufficient investment; and to monitor the sector.
The action plan focuses on those who, because of their low level of education, inadequate vocational qualifications and/ or skills, have little prospect of successful integration into society.
