To improve the country’s human capital and productivity, Bulgarian authorities have elaborated several policy documents and strategies for the period 2007-2013.  These include the Continuing Vocational Training Strategy (2005-2010), the Employment Strategy (updated version, 2008-2015), and the Operational Programme “Human resources development” (2007-2013) etc. 

All of these have contributed to the elaboration of the National Lifelong Learning Strategy (2008-2013) adopted in October 2008. The Strategy focuses on making lifelong learning more accessible, and ensuring that it is effective and of high quality. 

To achieve this, the Strategy will deal with issues such as the training of teachers, trainers and academic staff; lifelong guidance; recognising qualifications and establishing an NQF; and ensuring financial resources for lifelong learning.

Several indicators will be used to monitor the performance of the Strategy. These include pre-school education rates,  literacy rates among 15-year olds, dropout rates, completion of secondary education, percentage of science and technology graduates, international mobility, and share of GDP devoted to education  and training
