Beyond the Maastricht Communiqu : developments in the opening up of VET pathways and the role of VET in labour market integration

This report is concerned with mapping progress against two of the priorities for VET set out at Maastricht in December 2004 as part of the Copenhagen process:

• opening up pathways and linking VET and higher education;
• and the role of VET in supporting the labour market and social integration of groups at risk.
