This staff working paper complements the Communication on Efficiency and Equity in European Education and Training Systems. Sections 1 and 2 present the theoretical and empirical evidence upon which the policy messages of the Communication are based. Section 3 is a quantitative analysis of the state of play across Europe using efficiency and equity indicators.
