Preparing Europe for tomorrow, a Europe able to provide an answer to the challenges it faces, means first and foremost, to have a stake in its citizens.

That was the main reason why the Heads of State and Government, meeting in European Council in Lisbon, in March 2000, considered education and training systems as key priority domains to reaching the strategic objectives defined at that time, namely making Europe become the most competitive and dynamic knowledge-based economy in the world.
