By 2022, the MUNERA 3 project will enable at least 17 640 employees to participate in a short non-formal continuing vocational education and training (CVET) training course improving their general or professional knowledge and competences.

Along with increasing participation of employees in CVET and so their competitiveness in the labour market, the project aims to enable mobility across different fields of work, personal development and encourage more active participation in society. School centre Nova Gorica manages the project, which is implemented across the country, involving 86 schools and school centres.


The initiative targets employees who want to acquire new key or vocational competences, skills and knowledge. MUNERA 3 training courses lead to a certificate with a description of the competences successful participants gain.

The areas in focus

The project covers activities in four main areas:

  • engineering (mechanical engineering, electrical engineering and computer science, construction and geodesy, woodcraft and upholstery, textiles and leather, chemistry, glassware and optics, healthcare, pharmacy and cosmetics, transport and communications, ecology, design and photography, mechatronics, printing and paperwork);
  • economics and services (economy, trade and administration, pre-school education, hairdressing services);
  • biotechnology (agriculture, food processing industry, catering industry and tourism and other biotechnology training courses);
  • higher vocational study programmes (ISCED 540).

Short non-formal CVET training courses

The training courses are non-formal and prepared either by schools or schools and companies together and must be approved by the relevant school board. Requests for enrolment, duration and teachers profiles are defined for each training course. As a rule, these are shorter skills training sessions of about 50 hours. Each course is limited to 15-20 participants. For each candidate a training contract is concluded upon enrolment, defining the candidate’s obligations, as well as recognising prior skills and knowledge. Preparation and implementation of these training courses within the MUNERA 3 is jointly financed by the European Social Fund and the Ministry of Education, Science and Sport. By the end of 2019, over 600 such courses had been approved by the school councils.

Although short training courses are the focus of the MUNERA 3 project is, requalification at upper secondary level (technical education only), acquiring qualification and requalification at a higher vocational level are offered as well.
