Greece launches a nationwide survey tracking vocational education and training (VET) graduates as a preparatory step for establishing an Observatory on the Transition of VET Graduates to the Labour Market. The initiative aims to strengthen evidence-based policymaking on education-to-employment pathways.

The National Organisation for the Certification of Qualifications and Vocational Guidance (EOPPEP) announced in December 2025 the launch of a nationwide online survey tracking graduates of vocational education and training (VET) at different qualification levels (EQF levels 3 -5).

Through the survey, data are collected on graduates’ educational pathways, certification outcomes, and employment characteristics, including the extent and quality of their integration into the labour market. These data will be used to populate the Observatory’s database on VET graduate transitions and to support evidence-based analysis. At the same time, they will inform policies aimed at strengthening the link between vocational education and training and the real needs of the economy.

Observatory for VET graduate transitions

The Observatory, which is currently under development, focuses on the design and pilot operation of a comprehensive mechanism for monitoring the educational and professional pathways of graduates from post-lower-secondary and post-secondary VET (EQF levels 3-5). It tracks graduates’ transitions either to further education pathways or directly to the labour market, while also analysing the role of certification in shaping educational and career choices.

The Observatory project is co-financed by the Public Investment Programme under the Operational Programme ‘Human Resources and Social Cohesion 2021–2027’, with support from the European Social Fund (ESF). Full implementation is planned by 31 August 2026.

The development of the Observatory lays the foundation for a permanent graduate-tracking model, enabling the systematic collection and analysis of data on educational trajectories, certification outcomes, employment status and the quality of labour-market integration of VET graduates. In parallel, a dedicated mechanism is planned to provide information on skills and knowledge gaps identified during graduates’ transition to the labour market, as well as on emerging needs for new VET specialisations and programmes.

Key actions and sub-projects

The Observatory project is planned to be implemented through three core sub-projects:

  1. coordination, management and support actions carried out by EOPPEP;
  2. development and operational support of a dedicated website and electronic information hub, serving as the Observatory’s central digital gateway;
  3. nationwide graduate surveys targeting graduates of post-lower-secondary VET (EQF 3), the post-secondary apprenticeship year/class (EQF 4-5), and higher vocational training schools (SAEK) (EQF 5), alongside employer surveys on skills needs and graduate employment.

Sub-project 2 is directly linked to and interacts closely with Sub-project 3 of the project, which focuses on conducting graduate surveys among post-lower-secondary VET, post-secondary apprenticeship and SAEK graduates.

Through this project, EOPPEP takes a decisive step towards evidence-based policymaking, improving skills matching and a more responsive vocational education and training system, aligned with the evolving needs of the economy and society.
