Non-marketed services

This sector covers public and private non-profit services provided to the community as a whole or to individual consumers (either free of charge or at a fee which is well below 50 per cent of production costs). Industry groups include: public administration and defence, education, and health and social work. These cover:

• implementation, regulation and administration of public systems and services related to taxation, national defence, public order and safety, immigration, foreign affairs and government programmes; public and private education by different institutions (e.g. schools, colleges, universities, prisons, military schools) at different education levels (e.g. early years and primary, secondary, vocational, and higher education); and,
• health care provided by trained medical professionals (in hospitals, nursing homes, mental health institutions, and other human health institutions), residential care combined with either nursing or other types of care (for those unable to fully care for themselves), and social work for example guidance, counselling, welfare, referral and similar services aimed at the elderly and disabled, individuals and families in their homes and elsewhere.
