A public consultation that allows stakeholders, including individuals, to have their views heard about the European qualifications framework (EQF) is underway as an initiative to collect information about its implementation and identify possible improvements.
With the consultation, which will be open to everyone until 22 March, the European Commission aims at gathering views and opinions from learners, workers, employers as well as stakeholders at EU and national level, including from education and training, employment and civil society.
The EQF is a tool to promote transparency and comparability of qualifications depicting what people know, understand and are able to do (learning outcomes), thus giving the appropriate value to learning and supporting work and learning mobility.
Whom the consultation is addressing
The target audience of the consultation are stakeholders at national and EU levels not directly involved in EQF implementation (qualification and accreditation authorities, education and training providers, social partners, employment services, civil society organisations), as well as stakeholders less familiar with the EQF (learners, job seekers, workers and volunteers) and end users.
The EQF for lifelong learning has been the catalyst for the development of comprehensive national qualifications frameworks and serves as a translation tool, supporting transparency, comparability and portability of qualifications.
Cedefop's work
Since 2003, Cedefop has been working on qualifications frameworks, contributing to the conceptual development of the EQF. In close cooperation with the European Commission, Cedefop provides technical and analytical support for the implementation of the EQF and since 2009 has carried out regular reviews of NQFs and comparative analysis supporting their development and implementation.
The consultation is part of the evaluation of the implementation of the 2017 Council Recommendation on the European Qualifications Framework in the 2017-2022 period. The evaluation’s main purpose is to take stock of the work done so far but also identify potential areas of improvement, aiming to strengthen transparency, comparability and portability of qualifications across Europe.
