The Tempus III Programme (2000-2006) focuses on the development and modernisation of higher education in the 27 partner countries through co-operation with institutions from the Member States of the European Union.
Higher education institutions are of particular importance for the social and economic transition process as well as for inter-cultural dialogue; they are also pools of expertise and of human resources and provide for the training of new generations of leaders. A
