A committee appointed by the Finnish Ministry of Education completed its proposal for a National Framework for qualifications and other learning on 30 June 2009.
The proposal places Finnish vocational qualifications at the following requirements levels of the National Qualifications Framework:
vocational upper secondary qualifications and further vocational qualifications at level 4 and specialist vocational qualifications at level 5 (however, an individual vocational qualification may be placed at a higher level in an exceptional case, if the qualification clearly and justifiably has higher requirements than other qualifications of the same type);
The Ministry of Education has carried out a comprehensive consultation on the basis of the June proposal with other ministries, social partners, and representatives of the subsystems of education.
The Finnish National Board of Education has been appointed by the Ministry of Education as the National Co-ordination Centre for the European Qualifications Framework (EQF).
