The aim of the webinar was to introduce partners and members of the teams to the 2026 ReferNet Activity 3c on Survey on the development and use of digital credentials and digital tools.

This activity addresses a topic that is both timely and strategically important, as digital credentials and digital tools are increasingly shaping how learning outcomes are recorded, recognised, and used across education, training, and the labour market.

The event was opened with an introduction to the ReferNet 2026 workplan and an update on the status of the network delivered by Ioannis Katsikis, ReferNet coordinator. Then, Cedefop expert Zelda Azzarà introduced the activity, and guided us through some tips and hints on how to complete the survey. Her presentation was be followed by a Q&A session.

Participants were asked to prepare for the webinar by exploring the relevant circular related to the activity in advance. Coordinators were also invited to nominate any new members of their teams who will work on the deliverable to take part.

Ioannis Katsikis
Expert - ReferNet coordinator, Cedefop

Ioannis N. Katsikis is the ReferNet Coordinator at Cedefop. He holds a PhD in Management Science and Technology from the Athens University of Economics and Business, an MPhil in Architecture and Spatial Planning from the National Technical University of Athens, an MSc in Environmental Policy and Management and an MBA, both from the University of the Aegean. Prior to joining Cedefop in 2013, he worked as a Researcher at the Athens University of Economics and Business, as an academic tutor at the National and Kapodistrian University of Athens and as an independent Strategic Management Consultant. He has also taught at the National School of Public Administration and at the International Hellenic University.

He has participated in major international research and innovation projects and has provided consulting services to the governments of Greece, Romania, Georgia and Türkiye, as well as research and policy advice to international organisations, including the Black Sea Economic Cooperation (BSEC) and the European Commission. His research focuses on strategic management, human capital, organisational capabilities, innovation and vocational education and training. He has published extensively in peer-reviewed journals, edited books, and leading international conferences. His research has received international awards from the Academy of Management, the British Academy of Management, and the European Regional Science Association.

Zelda Azzarà
Expert in qualifications and credentials, Cedefop

Zelda Azzarà has been a Cedefop expert in the Department for VET and qualifications since 2021. She works on qualifications and EU transparency tools and principles, particularly within the context of the European and national qualifications frameworks and learning outcomes approach. Currently, she is responsible for the project on transparency and transferability of learning outcomes.

Previously, she worked at the European Commission, DG Employment and Social Affairs, where she was responsible for supporting the implementation of the EQF, including EQF Advisory Group activities, and was involved in initiatives related to Europass, validation of non-formal and informal learning, ESCO, and the Skills Agenda. Before that, she worked as a researcher, including in university. She holds a master degree in Political Science and International Relations from LUISS University, Rome, Italy.
