Low- and middle-income countries agree that they cannot succeed unless they strengthen their education systems to tackle simultaneously the twin challenges of poverty reduction and the creation of modern, dynamic, and cohesive economies and societies. Despite remarkable improvement in access to education in the past decade, countries have been struggling with improving the quality of education and extending the development effort beyond basic education. Making strategic choices and getting results become the focus of current education reform initiatives.

The World Bank Institute helps countries to build and enhance their capacities to attain Education for All (EFA) and Millennium Development Goals (MDGs) and to strengthen their education for creating productive and dynamic economies. Its newly re-designed Strategic Choices for Education Reform core course focuses on assisting countries to improve the quality, efficiency, equity, and sustainability of education provision
