The Committee of the Regions recalls that in many Member States, the regional and local level is responsible for adult learning and it is at local and regional level that education and training decisions are taken and put into practice.
Therefore, the actions proposed in the Action Plan should also be carried out at local and regional level where appropriate;
It notes that adult learning, in particular, makes an essential contribution to employability, mobility, social inclusion and personal development through the promotion of the acquisition of key competences for all. [extract]
