In 2022 a new common institutional Quality Management System (QMS) was introduced for VET providers, which is based on the European Quality Assurance in VET (EQAVET). This development was initiated by the Ministry responsible for VET as a follow-up to the VET 4.0 Strategy (2019) and the comprehensive VET reform (2019), whose main goal is to improve VET quality.
Implementation and goals of QMS
VET institutions were asked to develop their own QMS by 31 August 2022; these should include a defined quality policy, comprehensive self-assessment and measures to improve and develop further. Their main aim was to:
- make the processes more transparent and efficient;
- monitor and ensure the quality of VET institutions, their teachers and head of the institution;
To achieve these goals, the operating principles, methodology and processes had to be reconsidered accordingly.
In line with the requirements of the QMS of VET institutions, the QMS of training companies also consists of a quality management policy, comprehensive self-assessment, and measures to improve and develop. The legislator's expectation is that they will constantly rethink and develop their activities in VET. Since the effectiveness of quality education provided in workplace conditions increases the chances of employment in the labour market after a successful vocational exam, its beneficial effect is already visible in the short term.
Self-assessment manual
In 2022 the Ministry of Culture and Innovation published a self-assessment manual supporting VET providers in the establishment and subsequent operation of their QMS. The manual contains methodological guidance, QMS requirements, and provides information on the process of self-assessment for the VET institution and its head. In the frame of the self-assessment, teachers and leaders are examined both at institutional and at management levels.
Schedule for VET institution assessment
- every 2 years, VET institutions are required to implement a self-assessment through a comprehensive self-evaluation. The evaluation should include the fulfilment of set indicators, as well as the satisfaction rates of external and internal partners;
- every 3 years, VET institutions are required to assess the services provided by their VET teachers and their head. The evaluation of the teachers is carried out by the head in line with the QMS of the VET institutions. The National Agency of the Ministry of Innovation and Technology, NOVETAL (National Office of VET and Adult Learning) must be involved in the evaluation of the head of the institution;
- every 4 years, an external assessment of VET institutions should be conducted. It should be performed by the Innovative Training Support Centre (IKK) based on the External Assessment Guide, which is still under preparation. It will contain the same set of evaluation criteria as that used by VET institutions in their self-evaluation.
