Council conclusions of 19 November 2010 on the European and International Policy Agendas on Children, Youth and Children’s Rights

The Ministers adopted the Conclusions on the European and International Policy Agendas on Children, Youth and Children’s Rights based on the Commission's proposals for universal access to pre-school education, presented in February.

It was underlined that availability and access to high-quality early childhood education and care has the potential to improve children's performance at school and to address social disadvantage.
