This page groups the target, or ‘progress’ indicators, of the post-2020 EU VET policy cycle, deal with developing an EU-wide lifelong learning culture by encouraging young people to stay in learning and adult reskilling and upskilling. Three target indicators help monitor the progress of the EU7 and its Member States towards this objective: 

  • Adults (25-64-year-olds) with a learning experience in the last 12 months (%)
  • Low-qualified adults with a learning experience in the last 12 months (%)
  • Unemployed adults with a learning experience in the last 4 weeks (%)

Evidence gathered from the above progress indicators is complemented by additional ‘context’ indicators on the labour market and educational environment in which lifelong learning operates: 

  • Employment rate for 20-64 year-olds (%)
  • Early leavers from education and training (%)
  • NEET rate for 15-29 year-olds (%)
