KUTSE (which means profession/calling/call), the Estonian programme launched last year, has introduced a number of changes. As in the past, students who, during the period 2000-10, prematurely discontinued their studies at institutions of vocational education and institutions of professional higher education that provide vocational training, can continue their studies under this programme. As a result of the changes, study groups are also set up for adult learners who lack professional education or who wish to start a new profession. The purpose of this programme is to provide opportunities for vocational education students and adults to finish their studies and/or acquire a new qualification. The programme is funded by the European Social Fund and the Estonian government.
