The aim of this Cedefop Insight is to identify policy pointers that can support the transformation of intended learning outcomes into achieved learning outcomes, considering their limitations. Drawing on evidence from 10 European countries, the Insight highlights factors that facilitate the implementation of learning outcomes-based approaches and offers insights for policymakers, institutional leaders and practitioners seeking to strengthen the translation of policy intentions into educational practice.
Context
The policy pointers are grounded in findings from the Cedefop project ‘The shift to learning outcomes: rhetoric or reality?’. They were developed through a synthesis of evidence across four dimensions: teacher training and pedagogy, curriculum development, work-based learning, and assessment. For each dimension, the analysis examined how learning outcomes are understood and applied at policy, institutional and individual levels.
Facts and findings
Balancing system coherence and implementation flexibility ensures that learning outcomes are aligned across qualifications, curricula, teaching and assessment, while allowing institutions and practitioners to interpret and apply them in ways suited to their contexts.
Building shared understanding through professional dialogue promotes common interpretations of learning outcomes through collaboration, peer exchange and joint reflection.
Providing accessible and adaptable implementation support helps practitioners apply learning outcomes in practice through clear guidance and context-rich resources that can be adapted to different VET settings and implementation challenges.
