This report, which provided the background for Cedefop's Agora conference on the Helsinki Communiqu (April 2007), highlights the implications of labour market trends, discusses progress in devising qualifications frameworks, and questions whether the role of teachers and trainers has been sufficiently addressed.
Conclusions are supported by statistical data, research findings and examples from non-EU countries. The aim is to provide facts, analysis and figures that will allow European policy makers to better plan the way forward.
