The Council recommendation on vocational education and training (VET)  for sustainable competitiveness, social fairness and resilience, along with the Osnabrück Declaration, launched the current policy cycle in 2020 and encouraged countries to set ambitious national plans to implement VET priorities up to 2030. Cedefop has been monitoring and analysing this implementation, using information collected annually by its European network of expertise in VET (ReferNet). On 12 September 2025, the Herning Declaration on attractive and inclusive Vocational Education and Training for increased competitiveness and quality jobs 2026-30 has been endorsed.

Based on the analysis of more than 400 measures, policies and initiatives launched across the EU-27, Norway and Iceland (EU-27+), Cedefop will present main trends and developments followed by discussion of implementation challenges and renewed VET policy priorities of the Herning Declaration.   

The trends in modernising VET curricula; reskilling and upskilling; strengthening lifelong guidance; embracing digitalisation and reaching out and supporting vulnerable learner groups will be discussed. The trends will be illustrated by country examples and stakeholder views. 

The VGT will be open to representatives from national, regional and local authorities, social partners, VET institutions, experts and practitioners, decision-makers.

Irene Mandl
Head of Department, Department for VET and Qualifications

Irene Mandl holds Master’s degrees in international business administration (with specialisation in marketing and organisational planning) and in business and law (with specialisation in HR management). Before joining Cedefop, she worked in policy-oriented socioeconomic research in the fields of employment and labour market, as well as entrepreneurship and industry analysis. She was Head of the research unit ‘Employment’ at the European Foundation for the Improvement of Living and Working Conditions (Eurofound) where she was leading the cross-European research on labour market developments (including new forms of work and employment and the future of work, digitalisation, climate change, restructuring and related public policy approaches) and topics at the intersection of employment and entrepreneurship (such as job creation, workplace practices, small and medium-sized enterprises, business start-ups and scale-ups and internationalisation, including HR management in international businesses). 

Most recently, she was Head of Unit Information and EURES at the European Labour Authority (ELA) where she was responsible for the Agency’s activities related to information provision to intra-EU mobile workers as well as for the management of the European Coordination Office of EURES, a European network facilitating job and skills matching across Europe.

George Kostakis is the Department Coordinator on VET and qualifications in Cedefop and leads Cedefop’s work on VET policies and systems which analyses developments and implementation of national VET policies in line with the VET Recommendation and Osnabruck Declaration. His thematic expertise includes quality assurance in VET and international qualifications.

Irina Jemeljanova
Expert in VET policies and systems

Irina Jemeljanova has been an expert in Cedefop since 2005. She worked in the study visits programme (2007-13) team and coordinated the work on teachers and trainers’ professional development in vocational education and training (VET) in 2011-19. In 2013-19, Irina also conducted thematic country reviews on apprenticeship in Croatia, Cyprus, Lithuania, and Slovenia.

Since 2020, she is part of the team on VET policies and systems and coordinates its work on monitoring progress toward EU priorities in VET, as set in the Council recommendation for VET and the Osnabrück Declaration, in the EU-27, Norway and Iceland.

Ioannis Katsikis
Expert - ReferNet coordinator

Ioannis N. Katsikis is the ReferNet Coordinator at Cedefop. An Innovation Engineer by education, he holds an MSc in Environmental Policy & Management and an MBA: Business Process Management, both from the University of the Aegean, Greece. He is also the holder of an MPhil in Architecture and Space Planning from the School of Architecture at the National Technical University of Athens, Greece. Prior to joining Cedefop, he worked as an Academic Tutor at the University of Athens and as a freelance Strategic Management Consultant (2005-2013) while studying for a PhD at the Athens University of Economics and Business.

He gained valuable experience by participating in major international R&D projects and offered consulting services to national governments (Greece, Romania, Georgia, Turkey) and as a Research Advisor to international organizations (BSEC, EU). He has published more than 170 research papers in academic journals, edited books, and international conferences (such as AOM, SMS, EGOS, BAM, ERSA). He has received three international awards in recognition of his research (AoM, BAM, ERSA).

Inés Sancha Gonzalo
Seconded national expert in VET policies and systems

Seconded national expert from the Stare Foundation for Training in Employment (Fundae) in Spain. She is currently collaborating with the VET Policies and Systems (VPS) team, where she plays an integral role in monitoring and analysing vocational education and training (VET) policies and systems. 

Her contributions focus on collecting, analysing, and integrating data to facilitate evidence-based policymaking aligned with European VET priorities. Inés holds a bachelor's degree in education and advanced studies in industrial education and training from Manchester University.

Dmitrijs Kuļšs
Expert in VET policies and systems - key competences

Dmitrijs Kuļšs is an expert in VET policies, systems, and key competences. At Cedefop, he is a member of the VET policies and systems team, where he coordinates work on VET system descriptions and contributes to policy analysis. 

Before joining Cedefop in 2013, he headed the higher education and research sectors at Latvia's Ministry of Education and Science. He holds a Master’s degree in Finance and a PhD in Education.

Anthie Kyriakopoulou
Expert in VET policies and systems - Quality assurance

Anthie Kyriakopoulou (PhD) is a Cedefop expert working on VET policies and systems, and quality assurance in VET. She has contributed to Cedefop’s work on VET policy monitoring, analysis and reporting; VET teachers’ and trainers’ professional development; early leaving from education and training; and young people not in employment, education or training (NEETs). 

Anthie has a multidisciplinary academic background with studies in translation, communication, adult education and natural language processing (NLP). Her research interests focus equally on domain and methodology aspects, including the complementarity of mixed social research methods with NLP approaches in VET.

Vicky Oraiopoulou
Policy officer in VET policies and systems - qualifications and credentials

Vicky Oraiopoulou is a Policy Officer at Cedefop, working in the fields of vocational education and training (VET) and Qualifications and credentials. She manages country reporting for two Member States, contributes to the European Inventory of National Qualifications Frameworks and coordinates the Spotlight on VET EU27+ publication series. 

Before joining Cedefop, she worked at the European Commission, in the Directorate-General for Regional Policy and the Directorate-General for Employment, Social Affairs and Inclusion.

Silke Gadji
Policy officer - VET policies and systems

Silke Gadji is a policy officer in the Department for VET and Qualifications at Cedefop. She worked on the study visits programme and has been a member of the VET policy and system teams since 2014. In this role, she analyses developments and implementation of national VET policies aligned with EU priorities and coordinates the National News on VET.

Eirini Monsela
Seconded national expert in VET policies and systems

Eirini Monsela is a seconded national expert at Cedefop’s Department for VET and Qualifications, specialising in vocational education and training (VET) policies and systems. Since 2021, she has overseen policy reporting and analysis for several EU countries, drafting policy briefs and monitoring national developments in line with EU priorities. Before joining Cedefop, she was Advisor at the Greek Ministry of Education, where she worked on European and international affairs, intercultural education and Greek diaspora education. 

She holds a PhD in applied linguistics from Saarland University, with research on temporality, as well as a master’s and a bachelor’s in German language and philology. She has experience in qualitative and quantitative policy research, international cooperation and stakeholder engagement, and has authored several Cedefop products.

Veronika Leiner
Seconded national expert in VET policies and systems - key competences

Veronika Leiner works within the Department for VET and Qualifications (DVQ). She specializes in VET policy research and analysis and contributes to Cedefop’s Key Competences in VET project. 

Prior to this, she worked as a VET expert at the Hungarian National Office for VET and Adult Learning, where she managed the ReferNet project and supported the development of flexible learning programmes. She holds an M.Sc. in Economics from Budapest University of Economic Sciences.

Nikolaos Georgiadis
Expert in VET policies and systems - IVET mobility scoreboard

Nikolaos Georgiadis is an Expert in Cedefop’s VET Policies and Systems (VPS) team, being the country manager for BG, DK and MT and a member of the Mobility Scoreboard project team. He holds a PhD in Philosophy of Media and an MA in Television Studies. 

Before joining Cedefop he was an advisor in the Hellenic Μministry of Education and Religious Affairs and the Ministry of Administrative Reform and e-Governance.

Aristos Theocharous
Expert in qualifications and credentials - IVET mobility scoreboard - VET policies and systems

Aristos Theocharous works at Cedefop, where he focuses on the analysis and monitoring of vocational education and training (VET) systems and policies, including national qualifications frameworks (NQFs). His work supports the transparency and comparability of qualifications across Europe, contributing to better understanding of national reforms and their alignment with European priorities. 

He also plays a key role in the development and revision of the IVET Mobility Scoreboard, ensuring its policy relevance and consistency with the Europe on the Move Recommendation.

Olga Kafetzopoulou

Ms. Olga Kafetzopoulou is the Secretary General of Vocational Education, Training (VET) and Lifelong Learning (LLL) of the Ministry of Education, Religious Affairs and Sports since August 2024. She studied Chemical Engineering at the National Technical University of Athens and holds two master's degrees in Environmental Hygiene and Business Administration. She is fluent in English and French.
She has 32 years of experience in areas such as VET policies development & implementation, European programs, coordination of co-financed projects, unit organization, training unit management and human resource development. She has taught at numerous seminars and led scientific teams.

From 1993 to 2015, she held high-ranking positions in the Organization for Vocational Education and Training (OEEK), the National Center for Public Administration and the Ministry of Education. In 2016, she assumed responsibility for the institution of apprenticeship for EPAL graduates. From January 2021 to July 2024, she was Director of Planning & Development of VET & LLL with the purpose of designing national policies, connecting with the labor market and monitoring European & international policies for VET & LLL.

She is a national expert in the Cedefop community on apprenticeships, national coordinator in the benchmarking of apprenticeship schemes, national representative to the OECD Expert Group on VET, member of the Directors-General for Vocational Training and the Advisory Committee on Vocational Training in the EC and Official Delegate of WorldSkills Greece."

Lisa Rustico
Human Capital Development Expert – Work Based Learning - Country Liaison for North Macedonia, European Training Foundation

Lisa Rustico is an expert in human capital development at the European Training Foundation, where she works on work-based learning, adult learning, monitoring of VET policies in EU candidate countries, and she is country liaison for North Macedonia. She developed her international experience working for eight years as an expert in Cedefop; and before that as researcher and consultant in universities and other public and private, national and international organisations.

Jan Varchola

Jan Varchola works in Directorate General for Employment, Social Affairs and Inclusion, in the unit dealing with vocational education and training (VET). He leads a team working on the VET policies, relations with EU presidencies, Advisory Committee for Vocational Training, VET providers associations and implementation of the EU VET tools.

Jan Varchola joined the Commission in 2004. Since then he has been working on a number of themes related to education and training, such career guidance, Leonardo da Vinci Programme, skills competitions, Agenda for New Skills and Jobs and attractiveness of VET. He was in charge of the main policy documents in the field of VET since 2010: Commission Communication on the future European cooperation in the field of VET (2010), Commission Staff Working Document on excellence in VET (2012), Riga Conclusions on the medium-term priorities in the field of VET (2015), the Opinion of the Advisory Committee on Vocational Training on the future of VET (2018), the Council Recommendation on vocational education and training (2020) and the Osnabrück Declaration (2020) and the Herning Declaration (2025).
