Building on its previous work on financing vocational education and training (VET) and adult learning (AL), Cedefop is developing a conceptual framework to map and analyse, across countries, the financial and legislative arrangements for skills development (with an emphasis on VET and AL). To support this work, Cedefop is convening an ad-hoc expert group to provide feedback, advice, and further steering. 

Vocational education and training (VET) and adult learning (AL) systems play a key role in developing people’s knowledge, skills and capabilities, and through it they contribute to better competitiveness and social cohesion. However, providing relevant, inclusive and high-quality VET and AL requires securing adequate and sustainable financing. In line with this, European Ministers responsible for VET, European social partners and the European Commission in the 2025 Herning Declaration (within the framework of the Copenhagen process) called to ensure sufficient and sustainable investment in both IVET and CVET. This requires reliable EU and national level monitoring and evaluation as well as better coherence of the different relevant financing arrangements, both at EU, national, regional as well as sectoral levels. 

Cedefop, building on its previous work on financing VET and AL – particularly the database on financing adult learning – and using recent ReferNet input, is developing a conceptual framework to map, across countries, the financial and legislative arrangements for skills development (with an emphasis on VET and AL). This work will allow for an improved and more comprehensive data collection and analysis. Cedefop is convening an ad-hoc expert group, comprised of national and European experts, to support this work. On 20 November, the first and in-person meeting of the expert group will take place, with the aim to present, discuss and collect feedback on the draft conceptual framework prepared by Cedefop.
