Indicators for monitoring active citizenship

In the Communication "Making a European area of lifelong learning a reality", the European Commission promoted three major pillars, one of which is "learning for active citizenship".

The progress made in the Member States of the European Union regarding the promotion of active citizenship has to be monitored. To this end, indicators are needed and it was decided to carrry out a study in which key indicators would be identified and the availability of good quality data would be assessed.
