It takes into account changes in the geographical coverage, operating environment and role of the ETF since 2000, as reflected in the Mid-term perspective on staff and financial resources adopted by the ETF Governing Board in November 2000 and in the Mid-term Perspective 2004-2006 adopted by the ETF Governing Board in November 2003.
