The 24th ReferNet annual plenary meeting will take place in Thessaloniki, Greece and will welcome the representatives of our partner organizations under the 2024-27 framework partnership agreement, as well as national representatives of the network and the representatives from the European Commission (EU).

The aims of the meeting are to:

  • inform partners of the latest EU policy developments on VET, skills and qualifications;
  • take stock of the work carried out in 2026 and the outcomes published and disseminated;
  • prepare the 2027 work plan: VET policy reporting, spotlight, news, visibility actions, etc.;
  • foster partnership and knowledge-sharing through interactive (joint) presentations of national developments, debates, etc.;
  • hold individual meetings for deeper cooperation among members and between members and Cedefop experts.
  • convey in a physical open space, which will encourage creative reflection on how partners would like ReferNet to develop in the 2024-27 period.

Participants will also have the opportunity to exchange good dissemination practices in a dedicated space where they could display their national publications, newsletters, videos, promotional items, etc and benefit from bilateral meetings.

Jürgen Siebel
Executive Director, Cedefop

Jürgen Siebel joined Cedefop from the private sector in September 2019. As Executive Director, he is responsible for managing the Agency’s operations in accordance with the strategic direction of its tripartite Management Board.

With his management team and all staff, Jürgen has led Cedefop to strengthen its position as a go-to ally for the EU institutions, social partners, researchers and practitioners when it comes to analysing the impacts of megatrends on the labour market, on skills, and on training ecosystems – and on how vocational education and training enables a fair digital and green transition.

Jürgen has a background in human-resources management with particular emphasis on learning and education, earned his MSc in economics at the University of Hamburg, and his PhD in business administration from the University of Vienna.

Irene Mandl
Head of Department, Department for VET and Qualifications, Cedefop

Irene Mandl is Head of Department for VET and Qualifications at Cedefop. Before joining Cedefop, she was Head of the research unit ‘Employment’ at the European Foundation for the Improvement of Living and Working Conditions, leading the cross-European research on labour market developments and the future of work.

Most recently, she was Head of Unit Information and EURES at the European Labour Authority where she was responsible for the Agency’s activities related to information provision to intra-EU mobile workers as well as for the management of the European Coordination Office of EURES, a network facilitating job and skills matching.

Ioannis Katsikis
Expert - ReferNet coordinator, Cedefop

Ioannis N. Katsikis is the ReferNet Coordinator at Cedefop. An Innovation Engineer by education, he holds an MSc in Environmental Policy & Management and an MBA: Business Process Management, both from the University of the Aegean, Greece. He is also the holder of an MPhil in Architecture and Space Planning from the School of Architecture at the National Technical University of Athens, Greece. Prior to joining Cedefop, he worked as an Academic Tutor at the University of Athens and as a freelance Strategic Management Consultant (2005-2013) while studying for a PhD at the Athens University of Economics and Business.

He gained valuable experience by participating in major international R&D projects and offered consulting services to national governments (Greece, Romania, Georgia, Turkey) and as a Research Advisor to international organizations (BSEC, EU). He has published more than 170 research papers in academic journals, edited books, and international conferences (such as AOM, SMS, EGOS, BAM, ERSA). He has received three international awards in recognition of his research (AoM, BAM, ERSA).

Mantas Sekmokas
Expert in VET supporting policies - VET and skills statistics, Cedefop

Mantas Sekmokas is currently engaged as an expert in research and policy analysis at the European Centre for the Development of Vocational Training (CEDEFOP), with a focus on the topics of financing and statistics in VET. 

During his more than 20 years of work experience, he provided advice on data analytics and monitoring of VET, adult learning and skills policies to multiple international and national bodies, such as UNESCO, ILO, OECD, G7, European Commission, Nordic Council of Ministers, BMZ/GIZ and Skills Future Singapore agency (including nearly ten years of work for the European Commission), as well as the private sector.

His academic background includes a MSc degree in Information systems and data science from the University of Amsterdam (UvA); a MSc degree in Cognitive and Decision Sciences from the University College London (UCL); a MSc degree in International Management from ISM University of Management and Economics and a Bachelor’s degree in Business from Vilnius University.

Zelda Azzarà
Expert in qualifications and credentials, Cedefop

Zelda Azzarà has been a Cedefop expert in the Department for VET and qualifications since 2021. She works on qualifications and EU transparency tools and principles, particularly within the context of the European and national qualifications frameworks and learning outcomes approach. Currently, she is responsible for the project on transparency and transferability of learning outcomes.

Previously, she worked at the European Commission, DG Employment and Social Affairs, where she was responsible for supporting the implementation of the EQF, including EQF Advisory Group activities, and was involved in initiatives related to Europass, validation of non-formal and informal learning, ESCO, and the Skills Agenda. Before that, she worked as a researcher, including in university. She holds a master degree in Political Science and International Relations from LUISS University, Rome, Italy.

Alfredo Salmaso
Expert in Stakeholder Engagement and Communication, Cedefop

Alfredo Salmaso is an Expert in Stakeholder Engagement and Communication at CEDEFOP. As part of his role, he supports CEDEFOP’s efforts to improve its outreach strategies.

 

 

Alfredo graduated in Political Science and Diplomacy from the University of Padova (Italy). He then developed a career in communication, with expertise in strategic communication, journalism, multimedia, social media, event management, and marketing.

With almost 15 years of experience, he has worked in both the private and public sectors. Before joining CEDEFOP, he was part of the communication teams of EDPS and ENISA.

George Kostakis
Department coordinator for VET and Qualifications, Cedefop

George Kostakis is the Department Coordinator for VET and qualifications at Cedefop and leads Cedefop’s work on VET policies and systems which analyses the development and implementation of national VET policies in line with the common EU priorities in VET. 

His thematic expertise includes quality assurance in VET and international qualifications.

Dmitrijs Kuļšs
Expert in VET policies and systems - key competences, Cedefop

Dmitrijs Kuļšs is an expert in vocational education and training (VET) policies and systems, and key competences, at Cedefop, where he leads a study on citizenship education in initial VET, conducted together with a dedicated research team.

 

Before joining Cedefop in 2013, he headed higher education and research policy at Latvia’s Ministry of Education and Science. He holds a Master’s in Finance and a PhD in Education.

Irene Psifidou
Expert, VET for Youth, Teachers and Trainers Team Facilitator, Cedefop

Irene Psifidou, Cedefop expert since 2004, is leading the Agency’s team on “VET for Youth - Teachers and trainers”, at Cedefop’s department for “VET and Skills”. She is managing European projects on inclusion and excellence in vocational education and training, including the professional development of VET teachers and trainers and tackling early leaving from education and training.

Irene is in charge of Cedefop’s “European VET Teachers Survey (EVTS): Supporting teachers’ professional development in VET schools”. A novel survey to furnish new robust data on the opportunities, challenges and effectiveness of teachers’ professional development in Europe. She also co-manages a research project on Digital skills for tomorrow: promoting inclusive excellence in VET to map and assess the current landscape of digital skills provision by employing natural language processing (NLP) techniques.

She is the creator of Cedefop’s knowledge hub on inclusion: the “VET toolkit for tackling early leaving” and the “VET toolkit for empowering NEETs” and coordinates the European virtual community of ambassadors for tackling early leaving.

Before joining Cedefop, she worked as education consultant at the World Bank, Washington DC Headquarters in the Human Development Network, supporting the preparation of the World Bank’s new agenda for Secondary Education.

She has published extensively in peer-reviewed academic journals on European policy in education and training, inclusive education, tackling early leaving from VET, curriculum reform, learning outcomes, and professional development of teachers and trainers.

A doctoral comparative education specialist by training (Universidad Autónoma de Barcelona), Irene holds also two Master degrees, one on International Relations (Universidad de Barcelona), and another on Applied Linguistics (Universidad Autónoma de Barcelona). She graduated from the University Aristotle in Thessaloniki, Greece.
