This research paper examines the concept of young people not in employment, education, or training (NEETs) and European Union’s target to reduce NEET rates by 2030. It highlights the diverse background of NEETs, the causes and consequences of the NEET status, and the importance of targeted policy interventions. The paper reviews international literature on NEETs, focusing on active labour market policies (ALMPs), and discusses emerging trends like technological change, the green economy, remote working, as well as the platform economy.
Additionally, the paper emphasises the need for tailored policies to address the heterogeneity within the NEET group, including those with family responsibilities, those who are hard to reach, those with illness or disability, and rural NEETs. It also highlights the role of coworking spaces, vocational education and training (VET), and apprenticeships in providing opportunities for NEETs.
