The Copenhagen Process on enhancing the European dimension of VET is launched, setting out the EU’s objectives for the future development of vocational education and training (VET). It focuses on improving quality and transparency in vocational education. 
The Copenhagen Declaration on Enhanced Cooperation in VET, adopted by European Ministers of Vocational Education and Training and the European Commission, highlights the need for common principles on validating non-formal and informal learning. These principles were later adopted by the European Council in 2004.

The 2004 Maastricht Communiqué, a review of the Copenhagen Declaration, establishes concrete priorities for VET at both national and EU levels. National priorities include flexibility, inclusion, labor market relevance, validation, and investment, while EU-level priorities align with the Strategic Framework for Education and Training 2010. The communiqué also calls for the creation of national stakeholder networks and requests the European Commission to develop proposals for the European Qualifications Framework (EQF) and European Credit System for Vocational Education and Training (ECVET).

• Cedefop launches its first European skills and jobs survey (ESJS) collecting information on the skill requirements, skill mismatches and initial and continuing learning of adult workers in EU labour markets. 
• 2014 marks the end of the study visits programme (2007-2014) with 2 513 participants from 34 countries.
• The European Commission in collaboration with Cedefop and other partners launch the European Skills Panorama to provide key data and insights on skills, labor markets, and employment trends across Europe. 
• A new Eurobarometer survey on the 'European Area of Skills and Qualifications' shows that 23% of EU respondents feel that their education or training has not provided them with the skills to find a job in line with their qualifications. While 56% think their qualifications would be recognised in other Member States, 6% tried to work or study in another Member State but were unable to do so.

• The European Parliament, the Council, and the Commission proclaim the European Pillar of Social Rights at the Gothenburg Summit. The Pillar sets out 20 key principles which represent the beacon guiding us towards a strong social Europe that is fair, inclusive and full of opportunity in the 21st century. The first principle tackles "Education, training and life-long learning"
Council Recommendation on tracking graduates is adopted, to enable policy makers and stakeholders to improve the employability of graduates, to tackle skills gaps and mismatches and ensure social inclusion, as well as to allow prospective students to make informed choices about potential career paths.
• The Council adopts the European Framework for Quality and Effective Apprenticeships.

The ESCO (the European Skills, Competences, Qualifications, and Occupations taxonomy) initiative is launched to provide a common language for skills, competences, qualifications, and occupations across Europe. The EU Digital Education Action Plan (2021-2027) is adopted setting out a common vision of high-quality, inclusive and accessible digital education in Europe:
• The Council Recommendation on VET for sustainable competitiveness, social fairness and resilience defines key principles for ensuring that vocational education and training is agile, adapts swiftly to labour market needs; and provides quality learning opportunities for all. It also establishes EU-level objectives, to be achieved by 2025: 
- at least 82 % of VET graduates are employed; 
- 60 % of recent VET graduates benefit from any form of work-based learning during their studies; 
- 8 % of VET learners undertake a learning mobility abroad. 
• The Osnabrück Declaration is adopted. The declaration outlines the importance of VET in shaping the future of work and emphasises the need for sustainable and inclusive VET systems to support the transition to greener, digital, and more resilient economies. It also calls for enhanced cooperation between stakeholders, including governments, employers, and education institutions, to strengthen VET's role in the global economy.
• Members States commit to the 'reinforced Youth Guarantee' Reccomendation to ensure that all young people under the age of 30 receive a good quality offer of: employment; continued education, apprenticeship, or traineeship within a period of four months of becoming unemployed or leaving education.
• Communication from the Commission European Skills Agenda for sustainable competitiveness, social fairness and resilience. The Agenda’s 12 actions focus on fostering collaboration between Member States, companies, and social partners to empower people to embark on lifelong learning, and using the EU budget as a catalyst to unlock public and private investment in skills.
• The European Commission launches the Pact for Skills to support public and private organisations to upskill and reskill so they can thrive through the green and digital transitions.

• The Commission supports the Centres of Vocational Excellence (CoVEs) to develop the “skills ecosystems” initiative contributing to regional, economic and social development, innovation, and smart specialisation strategies. 
• EU heads of state and government reached a political agreement on the temporary recovery instrument, NextGenerationEU, established in response to the coronavirus crisis, along with targeted reinforcements to the EU's long-term budget for 2021–2027.
• The online Europass platform is launched, enabling individuals to create a Europass profile to record their work, volunteer, mobility, and education and training experiences, and add information on skills, qualifications and interests.

Policies and actions

• The European Green Deal, the New Industrial Strategy for Europe, the Circular Economy Action Plan,and the EU Biodiversity Strategy all emphasise the important role of skills and training in supporting sustainable growth and the transition to a green economy. 
• The SME strategy for a sustainable and digital Europe outlines the value of skills for businesses, while the Gender Equality Strategy 2020–2025 highlights the importance of skills in tackling gender stereotypes and achieving a gender balance in many professions. 
• NextGenerationEU, the plan to lead the EU out of the COVID-19 pandemic, also foresees dedicated funding for VET as it aims to make Europe and its economy greener, more digital and stronger than ever before.
• The EU launches an extension of the SELFIE online tool, which focuses on work-based learning. The new module incorporates the views of in-company trainers, as well as learners, teachers, and school leaders. This enables VET schools and training companies to discuss how best to digitalise the education and training they provide.
