Implementing European priorities in vocational education and training
Thematic perspectives are an integral part of Cedefop’s monitoring and analysis of the EU countries’ progress towards achieving European priorities in vocational education and training (VET). The priorities were set in the Council Recommendation on VET for sustainable competitiveness, social fairness and resilience (2020), in the Osnabrück Declaration on VET (2020), and in the national implementation plans (NIPs) that EU Member States, Norway and Iceland prepared in 2022.
The thematic perspectives below – prepared by ReferNet partners – offer a summary of most the important developments in initial and continuing VET in their countries in 2023, in line with the priorities identified in the NIPs. They are also an opportunity for countries to reflect on the main achievements in 2020-23 and on the challenges of implementing planned measures. The reports cover national strategies and policies, guidelines and frameworks, legal acts, and major initiatives and projects. They also include a section on the involvement of VET stakeholders in the NIP implementation.
Thematic perspectives should be read in conjunction with the policy developments presented in the Timeline of VET policies in Europe, VET policy briefs, and the briefing notes Working together towards attractive, inclusive, innovative, agile and flexible VET (2023) and Moving towards common policy goals and aligned progress reporting (2024). More detailed information on national VET systems is available in the VET in Europe online database.
