Malta has made substantial progress in vocational education and training (VET) in recent years. The new Digital education strategy 2024-30, adopted in May 2024, is designed to align VET further with the evolving demands of the labour market. It emphasises the integration of digital skills across various subjects, including STEM, languages, and humanities, to prepare students adequately for today’s digital landscape. The strategy, which contains four pillars (nurturing digital global citizens; empowering educators for the 21st century; community engagement and collaboration; enriching digital resources), 14 measures and 79 actions, will be monitored annually in line with the strategic goals and actions identified.
Introducing digital literacy in primary schools
The strategy aims to instil foundational digital skills in primary school students and those in early childhood education and care (ECEC). By the end of primary school, students are expected to be able to select appropriate software, grasp basic AI concepts, and practise cyber safety and netiquette. For students in ECEC, the focus will be on digital creativity and 21st-century skills (e.g. global engagement and cultural understanding). This approach aligns with the EU 2030 Digital Decade initiative.
Transversal digital literacy
The strategy highlights the necessity of equipping students with essential digital skills, from basic computer proficiency to advanced competencies, such as coding and data analysis. These skills will be integrated across curricula to ensure a comprehensive digital education. By embedding these competencies transversally, the strategy seeks to prepare students effectively for the modern workforce.
Collaboration with the industry
To keep VET programmes relevant, the strategy provides for strengthening partnerships between education institutions and industry stakeholders. This collaboration will help develop curricula that are aligned with current industry standards and provide students with practical experience through internships and apprenticeships.
Continuous professional development for educators
The strategy includes provisions for ongoing professional development of educators. Training programmes, such as workshops, online courses, and collaborative platforms for sharing best practices will be offered to help teachers integrate digital tools into their classrooms effectively. These goals will also be supported by integrating digital literacy into school development plans.
Inclusive VET
Another aim of the strategy is making VET more inclusive by offering opportunities to individuals from diverse backgrounds, including those with disabilities. Tailored programmes and support services will ensure equal access to quality VET for all students.
Focus on lifelong learning
The strategy underscores the importance of lifelong learning by introducing initiatives that encourage continuous education and training throughout individuals’ careers.
Investment in infrastructure and resources
Significant investments will be made to upgrade school infrastructure and resources. Modern facilities equipped with the latest technology will provide students with an environment that reflects real-world settings. These investments aim to enhance the learning experience and ensure students are proficient in using contemporary tools and equipment.
