Cedefops medium-term skill needs forecast predicts substantial net and sectoral change in the European labour market until 2015, with significant implications for the occupational skills needed in the future. One of the indicators of the current importance of vocational education in different countries and therefore of how many people leave upper secondary education with skills that are related to specific occupations is the proportion of graduates from vocational (VET) streams.

For available countries, this indicator expresses pre-vocational and vocational graduates as a proportion of total upper-secondary graduates. This can also be complemented by an indicator that looks at general trends in the number of VET graduates at upper-secondary level, or at participation in vocational streams of upper-secondary education.

Key points

  • There is an equal spread between countries whose systems are more skewed to vocational or general education: 13 of the 26 countries for which data are available in 2006 have more than 50% of upper-secondary graduates in vocational streams.
  • More than 70 per cent of graduates at upper secondary level came from pre-vocational and vocational streams in the Czech Republic, Slovakia, Romania and Slovenia, but also in Austria.
  • The lowest proportion of vocational graduates is in Portugal (29%), Latvia, Estonia, Hungary, Lithuania and Cyprus (12%).
