Beneficiaries
Mainly unemployed young people (15-29 years old) who have had difficulties in their ordinary schooling and who have not obtained the secondary education certificate (“ESO – Educación Secundaria Obligatoria”). Hence, young people who have not the minimum qualifications to access employment easily or with good working conditions.

The E2O certification is available since 2017 and it has been granted to 42 Second Chance Schools in Spain until June 2020. Most of the schools have been working for many years before the certification was available
Aims of policy/initiative
E2O’s aim is to provide individualized and comprehensive educational responses to young people who are outside of the education system and / or have low employability. It aims to foster their social and professional integration and to bring them support thanks to a holistic approach.

E2O’s model is based on:
- An innovative training through flexible and individualized itineraries that allow educational continuity.
- An integral accompaniment with reinforcement in basic and professional skills.
- Comprehensive support in social demands and special attention to the most vulnerable youth.
- A priority given to practical experience through a close link with the business sector.
Resources
At the moment, E2O in Spain do not benefit from specific funding by regional or national governments. E2O rely on both public funding (e.g., through call for proposals) and private funding (e.g., through private foundations). Resources vary among E2O and also depending on the region.
Evaluation of the measure
There has not been conducted an evaluation in Spain for the moment (June 2020).
Evidence of effectiveness of the measure
E2O certifications in Spain until June 2020: 42 Second Chance Schools in 9 regions, representing more than 8000 young people, of which 32% are women.
The Spanish Association of Second Chance Schools (E2O España) counts with 40 members to date and it is currently working to gather and publish detailed indicators of the impact that E2O have in Spain.

- An innovative training through flexible and individualized itineraries, including comprehensive support and a special attention to the most vulnerable, as well as a priority given to practical experience.
- A national network facilitating the cooperation among all players involved.
- E2O Certification Process (“Proceso de acreditación E2O”): evaluation of the schools in regards with the 5 fundamental principles of an E2O in Spain. An independent entity is in charge of the certification that includes 28 indicators. More information here.
- E2O National Events: each year, a National Encounter of Second Chance Schools takes place in Spain in order to promote the E2O model and reinforce cooperation among all players involved. Young people have a key role in these events.
Exchange of Good Practices (MyE2O): an online platform to exchange good practices among Second Chance Schools of Spain, France and Portugal, and within the education community (www.mye2o.org). Currently, more than 50 good practices are available to promote a more inclusive education. More information here.
