"This Communication has two aims. First, it responds to the European Council's invitation to the Commission to report back on progress made in implementing the first phase of the Global Approach and the priority actions focusing on Africa and the Mediterranean by the end of 2006. Second, it proposes ways to make the European Union's approach truly comprehensive.
This responds to the calls to intensify efforts made by Justice and Home Affairs Ministers in Tampere on 21 September and Heads of State and Government in Lahti on 20 October. It therefore suggests including other policy areas that were not part of the December 2005 Global Approach, such as legal migration and integration measures."
