Enterprises from different sectors of industry can invest in their employee training, through specialised certified training programmes or other training courses, to acquire relevant, but missing skills: professional foreign language, financial management, export, strategic planning, conflict resolution, stress management, communication, motivation, time planning. The programmes use the European Social Fund investment measure Competence voucher
A competence voucher is implemented through a global grant. The enterprise is granted EUR 4 500, which must be used within 12 months to purchase training services the company employees. This allows the company to plan competence development activities for a specific number of employees according need and arrange the training throughout the validity period of the voucher. Reimbursement covers 80% of the training costs for the micro small, small and medium enterprises and 70% for large enterprises.
Companies can purchase training services until 30 November 2020 from the list of training providers and programmes; this is administered by the public body Versli Lietuva (Enterprise Lithuania) and is available on its website. In December 2017, the list, which is constantly updated, included more than 50 providers offering 374 training programmes.
Training services for enterprises may be provided by providers of formal education, of non-formal education, and companies and organisations entitled to conduct training programmes designed to work with the products of a particular manufacturer, product technology, equipment, hardware or software.
If the desired training programme is not available online, employers may contact a training provider from the list and ask for the specific training programme to be created. This is usually done in a few days.
By December 2017, 17 enterprises had already benefited from the competence voucher opportunity; the investment was EUR 102 321.42. Total EU investment of EUR 48.8 million is planned from 2014 to 2020 under the competence voucher measure.
