The Annual Tripartite Consultations on Resettlement (ATCR) began in 1995. This annual event lies at the root of strengthened cooperation between governments, NGOs and UNHCR.

The ATCR allows for open and frank dialogue, and strives to produce positive outcomes by forging collaborative approaches to global resettlement. It provides an opportunity to address a wide range of policy and procedural matters, including advocacy, capacity building and operational support. An important outcome is the tripartite relationship itself, which promotes transparency and stimulates the development of new and innovative ways to solve problems and combine resources to improve resettlement for refugees.

In recent years, the ATCR has taken place in July. The event involves government representatives from resettlement States, NGOs involved in refugee resettlement, intergovernmental and international organizations, and UNHCR. As part of our global strategy to broaden the base on resettlement, the ATCR has been open to observers from States providing Emergency Transit Facilities, potential or emerging resettlement States, and States interested in the resettlement process.

This year Cedefop was invited to participate in the discussion where the new UNHCR three-Year (2019-2021) strategy on Resettlement and Complementary Pathways will be discussed. Martin Wagner, Senior Expert from the International Centre for Migration Policy Development (ICMPD) will represent Cedefop and present Cedefop's project on building Complementary pathways for adult refugees: the role of VET, skills and qualifications.

The presentation will take place during the second session of event which is dedicated on Complementary Pathways for Admission to Third Countries. The session aims to provide an overview of the existing initiatives for complementary pathways for admission of refugees, looking carefully at the lessons learnt from recent experiences. The session will look at ways in which the ATCR community can support the goals of the Strategy in expanding complementary pathways for admission in a measurable, predictable and sustainable manner.
