This checklist was published by the European Commission’s Directorate-General for Employment, Social Affairs and Inclusion in June 2022. The checklist was developed by the Community of Practice on Employment, Education and Skills of the ESF Transnational Cooperation Platform (2020-2022).  

Purpose of the toolkit

This checklist was designed with a view of implementing projects encouraging preventative approaches that support young people who are not in employment, education or training (NEETs). It specifically addresses managing authorities as well as intermediate bodies of the European Social Fund Plus (ESF+). There are seven guiding questions featured in this checklist which may also be relevant for ministries, and organisations working with NEETs more generally.  

Description of each of the tools

A total of seven key questions form part of this checklist. Namely, these cover the following questions before designing a call for proposals for specific projects under the ESF+ fund: 

  • Has a needs analysis been undertaken? 
  • Does the call for proposals encourage a holistic partnership? 
  • Does the call for proposals require skilled youth workers to be involved? 
  • Has the call for proposals considered flexibility in project delivery? 
  • Does the call for proposals require project activities to have a low threshold for young people’s participation? 
  • Does the call for proposals include expectations for projects to follow up with participants? 
  • Does the call for proposals include information on the hard and soft outcomes that should be collected and measured?
