This dissertation explores the reasons why some young people are more likely to become NEET (not in education, employment, or training) than others, focusing on three vulnerable groups:

  • low-literate young people,
  • young mothers, and
  • early school-leavers.

The research finds that skills play a crucial role in avoiding early school-leaving and becoming NEET, and that financial resources are also important, specifically highlighting the impact of parental resources, household income, and childcare costs. The dissertation suggests that policy makers should focus on skills development, particularly for disadvantaged children and young adults with low literacy skills and consider policies to mitigate financial stress.
