Description

This report aims to examine the level of digital skill utilisation by NEETs, as compared to employed youth, amidst the rapid digital transformation of the labour market. Moreover, it sheds light on the role of upskilling, active labour market policies, and training more generally in predicting NEET status and reducing NEET rates.

The authors point out that digital reskilling and upskilling programmes have varying effects on different NEET profiles, being the most effective when addressed to highly educated NEETs with low digital skills.

The findings suggest that the role of training is limited in predicting NEETs status, calling for more research on the risk factors for becoming NEET.
