Description

In the framework of the European Pillar of Social Rights Action Plan, the Commission proposes three EU headline targets to be achieved by the end of 2030 in the areas of employment, skills, and social protection. These headline targets are:

  • At least 78% of the population aged 20 to 64 should be in employment by 2030 which, next to closing the gender pay gap as well as increasing the provision of formal early childhood education and care, shall be achieved by decreasing the rate of young people neither in employment, nor in education or training (NEETs) from 12.6% (2019) to 9% by 2030.
  • At least 60% of all adults should participate in training every year which foresees for at least 80% of 16–74-year-olds to should have basic digital skills as well as early school leaving to be further reduced and participation in upper secondary education increased.
  • The number of people at risk of poverty or social exclusion should be reduced by at least 15 million by 2030. 

While the majority of the instruments for achieving the above policy objectives fall into the competence sphere of EU 

Member States, the set-out EU targets reflect a common ambition by 2030.
