Vorstellung der Sozialkasse des Gerüstbaugewerbes (SOKA) is responsible for the overall management, monitoring/evaluation of the instrument and day-to-day operation. Bundesverband Gerüstbau e.V. (employers) and Industriegewerkschaft Bauen-Agrar-Umwelt (damals IG Bau-Steine-Erden) (trade unions) are also involved in the management of the instrument.

Education and training eligible

The instrument supports apprenticeship and other types of education and training. It applies to ISCED 3-6 levels.

Source of financing and collection mechanism

Levy on companies. Based on collective agreement, companies in the scaffold builder branch are obliged to contribute 2,5% of their total payroll costs to the fund.

Financing formula and allocation mechanisms

The company may receive max. 50% of an apprentice wage from the fund.

Funds are disbursed to all eligible applicants on a 'first-come, first-served basis'.

Eligible costs

The fund covers various costs, e.g. salary payments in case that bad weather conditions do not allow to work, annual leave payments etc. and training. In relation to the latter, the fund covers the costs of training mainly at ISCED 3-4 levels taking place at the fund's training centre, including the costs of learning materials, accommodation, travel and wages.

Volumes of funding

In 2016, EUR 146,035,257 were collected. No EU funding involved.
In 2015, EUR 5,808,924 were disbursed.

Beneficiaries/take up

In 2013, some 2,900 companies contributed to the fund and 184 applied for funding (possibly not only in relation to apprenticeship) .

Monitoring/evaluation results

The training fund enables companies to offer apprenticeships by covering some of the costs. However, it appears that the share of resigned contracts is quite high, with up to almost 50%. It was not yet possible to gather more detailed data on transition and earnings of graduates from apprenticeships in this profession/occupation.
